Job summary

We are looking to recruit a talented and motivated senior doctor to lead our general surgical CSU. This clinical leader will work alongside the matron and service manager to inspire and drive a large CSU team delivering a wide range of acute and planned surgical care to our patients.

This role is challenging and will require excellent communications skills, strong core values and an ability to engage a lead a multi-disciplinary team for common purpose. The post holder will be supported by the CSU triumvirate team and also senior colleagues with governance and clinical effectiveness roles.

Main duties of the job

This post sits within the Division of Surgery and is accountable to the Executive via the Divisional Director for Surgery. Among the important tasks for this role are:

Clinical leadership of the department

Day to day operational management of the department

Delivery of the governance, quality improvement and clinical effectiveness agendas for the department please note that there are separate appointments of lead roles for CE and governance to support this work.

Formulation and delivery of the strategic direction of the department

Working in partnership with their Matron and Service Manager, the departmental Clinical Lead will be responsible for ensuring the delivery of effective, efficient and high quality clinical services within the department. This role is both operational and clinical in nature and is designed to encourage the development of innovative ways of delivering care to patients.

Accountability

The Clinical Lead will be responsible and accountable to the Divisional Director for Surgery, who may delegate the exercise of that accountability through other members of the team, particularly the Deputy Divisional Director. On a day-to-day basis accountability for managerial performance is delegated by the Director of Surgery to individual members of the Divisional team who are individually and collectively accountable to the Director of Surgery for the delivery of specific portfolios of work.

The Clinical Lead will help ensure the sub-specialties within the department provide and maintain a comprehensive range of high quality clinical services through programmes of continuing development and improvement.

The Clinical Lead will also be responsible for ensuring that their department meets all statutory, regulatory and performance standards as laid down by the relevant national authority, including compliance with the Trusts terms of authorisation as approved by NHS England, and with the service standards approved by Government through the Care Quality Commission. As the experts in their fields, they will be expected to be the first to identify any deficiencies in their services and also be the first to be aware of forthcoming advances / national changes.

General Management

The Clinical Lead will be expected to:

Act as a champion for the General Surgery department, influencing key opinion leaders and stakeholders.

Act as the lead for service development in their department.

Lead regular departmental meetings, be the departmental representative at the monthly Divisional Operational and Governance meeting and represent the General Surgery department at their Divisional and Trust meetings as required.

Help with, and be involved in, developing both departmental and Divisional business plans and strategy.

Deliver a high quality, cohesive clinical service ensuring the department works collaboratively within the hospital and with associated health and social care and other partner organisations.

Promote positive communication both internal and external to the Division to facilitate and develop strong partnership working.

Run the department on a day-to-day basis, and be the first port of call for issues within the department.

Finance and Physical Resources

The Clinical Lead will be responsible for helping deliver the financial performance of their department including:

Income and expenditure

Achieving operating costs which are equal to or below national reference costs

Working within their designated budget

Aork with the department and Service Manager to identify and deliver Cost Improvement Programmes (CIPs) in line with trust policy

Assessing and implementing the recommendations of any external reviews such as the GIRFT programme

Governance

The Clinical Lead will:

Be ultimately responsible for the governance and clinical effectiveness of their department, although the day-to-day implementation, monitoring and investigation of deficiencies may be shared with the Matron for the department and the governance lead/clinical lead for breast.

Ensure that all clinical standards, nationally agreed standards (e.g. NSF, NICE Guidelines, NPSA) and other programs of clinical assessment (e.g. CPA, PMETB) within the overall framework of the Care Quality Commission are complied with, working alongside the clinical effectiveness lead.

Ensure the department is represented at the Divisional Operational and Governance Meeting on a monthly basis

Human Resources

The Clinical Lead will:

Ensure compliance with the European Working Time Directive for all staff.

Ensure that rotas are compliant and fully staffed.

Lead by example in building on, and sustaining, a culture of openness, empowerment and involvement for all staff across the Division.

Be responsible for the annual job planning of the departments medical staff and for meeting with the Divisional Director in a timely manner to allow sign off of job plans within the Trusts required timeframes.

Be directly involved in recruitment for the department, and help ensure staffing is adequate to safely deliver required care

Performance
