Contracts Monitoring Officer

The closing date is 27 October 2025

Job summary

We are seeking a highly motivated and skilled Contracts Monitoring Officer to join our Estates and Facilities team. This role offers an exciting opportunity to support the management and monitoring of Estates and Facilities Management (EFM) contracts across the Trust and the National Rehabilitation Centre (NRC). The successful candidate will play a key role in ensuring that contractors deliver safe, compliant, and effective services that meet statutory requirements and operational standards.

The successful candidate will demonstrate confidence, motivation, and the ability to lead and inspire others. You will bring enthusiasm and commitment, along with the drive to identify and implement change. Strong interpersonal skills, professional influencing, and negotiation abilities are essential, as is the capacity to build effective relationships across all levels of the organisation. You must be able to evaluate complex data, apply independent judgement, and recommend actionable solutions. The role demands excellent planning and prioritisation skills, the ability to work independently, and the capability to deliver high-quality performance reports under pressure.

In addition to the below summary you need to familiarize yourself with full the Job Description and Person Specification documents attached to this advert.

Main duties of the job

As Contracts Monitoring Officer, you will be responsible (amongst other duties) for overseeing engineering maintenance and facilities functions at the NRC. You will act as an Authorised Person or Responsible Officer for systems such as medical gas, high and low voltage, ventilation, and water. You will review planned maintenance programmes, revise procedures and policies, and monitor contractor performance through audits, inspections, and service reviews. You will validate contractor reports, escalate issues where necessary, and support contract meetings by preparing documentation and tracking actions.

The role requires close collaboration with internal stakeholders and external providers. You will serve as the key liaison between contractors and Trust personnel, resolving service-related issues and complaints, maintaining accurate records of contract variations, and ensuring documentation is consistently updated. You will build strong working relationships with service providers and ward or department teams to ensure services delivered under the Project Agreement are aligned with the Trust's operational needs.

You will also contribute to the Estates & Facilities monthly performance monitoring programme by supporting on-site audits of Soft FM systems and equipment, and maintaining central reporting databases. While the role does not include direct line management, you will provide support and technical guidance to audit officers, Trust staff, and external stakeholders.
