Job summary

We have an exciting opportunity for an outstanding Divisional General Manager to lead our Cancer and Associated Specialties (CAS) Division at NUH. The post holder will work closely with the Divisional Director and Divisional Nurse.

We have a budget of over £1.5billion, 98 wards and 1,700 beds across three main sites: QMC, City Hospital and Ropewalk House. We deliver district general services to 2.5m residents of Nottingham, Nottinghamshire and its surrounding communities. Our specialist services allow us to deliver care to 4.5m people from across the East Midlands and nationally for a handful of services. We have a national and international reputation for many of our specialist services.

The CAS division has a diverse range of services within 3 directorates. The medical directorate has a group of specialised medical services located at the City Hospital campus including haematology, oncology, renal and transplant, infectious disease and palliative care. The surgical directorate contains specialised surgical services based at City with a focus on cancer services and includes urology, breast services, plastic surgery, thoracic surgery and sarcoma. The Pathology directorate contains blood sciences, microbiology, cellular pathology and genomics - services are provided across both campuses. The division has around 2500 staff with an operating income of around £300 million. Approximately half of the income is from specialised commissioning. The division has 15 wards across the City campus.

We are looking for a Divisional General Manager who can evidence delivery and demonstrate how they lead. The postholder will work alongside clinical leaders and with system partners to drive real improvements. Main duties of the job

Working with the Cancer and Associated Specialties (CAS) Divisional Leadership Team, you will provide high-level operational and strategic leadership for the Division to ensure that all operational performance targets, including waiting lists, finance, workforce and service improvement targets, are achieved. You will work with the Trust Executive and other Divisional teams to ensure optimal performance, service integration and contribute to the development of services in their Division, and, where appropriate, the wider Nottinghamshire health and social care system. You will have a key role in shaping our services to provide high quality care to the local and regional population.

To lead the development of the strategic and annual operating plan for the Divisions services, ensuring it is consistent with the aims and objectives of the Trust and to ensure that the plans fully reflect the service needs of the Division.

To achieve and sustain all constitutional waiting time targets and patient standards, through creating developing and patient centred services. To monitor performance of such.

To lead the Divisions achievement of the financial control target and a sustainable financial efficiency programme that engages all Divisional staff.

To deliver a balanced budget, taking action to address underperformance and ensuring financial resources are effectively managed and using analysis of financial information to ensure appropriate allocation of resources for each service.

To lead on modernisation/transformational projects, including service re-design and any associated workforce change requirements

Develop and maintain robust performance management systems to ensure that each specialty delivers on it patient and workforce targets, holding others to account for the delivery of targets for quality, patient care, service delivery and risk.

To monitor delivery of all service improvement projects in the Division.

To be responsible for daily operational management of the Division, including performance, quality, finance and workforce KPIs.

To ensure the right systems and processes are in place to monitor performance and to monitor quality, service delivery and risk, completing risk assessments, as appropriate.

To formulate business cases for service and capital development and lead the Divisions capital expenditure plans

Staffing

To ensure levels of staff engagement are maximised and that staff survey results are acknowledged and acted upon.

To ensure that all staff undertake the prescribed Trust induction programme and undergo appropriate refresher training.

To ensure that line managers adhere to HR policies and performance indicators

To undertake regular reviews of staffing levels in the Division to ensure that the right number of staff with the right skills are in place to deliver current and predicted future activity.

To write business cases or workforce change papers to implement any shifts in staff demand.

To complete the Divisions workforce planning and training needs documentation
