The Commissioning Review Programme Manager role offers an exciting opportunity.

As Programme Manager you will play a pivotal role in leading initiatives to improve specialist rehabilitation services across Cheshire and Merseyside as well as shaping new and innovative pathways.

From overseeing multiple priority areas within the portfolio to building strategic partnerships with commissioning and provider organisations and stakeholders, you will be instrumental in driving improvements and change that enhances patient care outcomes and experience.

The role is to support a programme of work for NHS England & NHS Improvement North West and Cheshire and Merseyside Integrated Care Board, and is hosted by The Walton Centre NHS Foundation Trust.

Main duties of the job

The role will require working at a senior level through a complex delivery programme. The postholder will work on pathway improvement work from scoping and discussion with Teams, data analysis, collating plans and providing recommendations for delivery.

The individual should be able to provide and receive highly complex information and develop clear and concise reports, have the ability to communicate and influence at all levels, have strong planning and coordination skills and be able to grasp critical issues and distil them into clear and management priorities, weighing both costs and benefits.

You will be a strong leader, with a strong value set, driven to improve specialist rehabilitation services for our population.

You will have a developed sense of personal resilience when working with our stakeholders and be able to proficiently navigate challenging discussions and support them in mitigating risks and issues

You will need to be able to travel as part of this role as working on site with teams to research, scope and design improvements is a core part of this role.

This exciting opportunity is available for a 1-year fixed term contract or secondement.

Role summary

1. Lead the delivery of a high-profile programme of work across Cheshire and Merseyside to support the strategic objectives of NHS England and Cheshire and Merseyside ICB to commission high quality specialist rehabilitation services to meet the needs of patients and work effectively with partners to improve health outcomes for local people.

2. Implement an assigned regional programme, designing, facilitating and effectively leading the scoping and planning of key priority areas/workstreams, involving strategic thinking, quality improvement, programme management and stakeholder engagement.

3. Work closely with relevant local, regional and national stakeholders including commissioning, and acute and rehabilitation provider partners and patient groups to develop plans to deliver the programme priorities and expected benefits.

5. Lead development of recommendations and plans for the key priority areas/ workstreams to deliver expected benefits to improve outcomes which will include planning of new service developments and the development and maintenance of existing services.

6. Provide programme management, leadership and expertise to work with a range of internal and external stakeholders to produce detailed recommendations and analytical reporting as well as the monitoring and management of the work programme, including a wide range of complex and often interrelated priorities/workstreams, providing reports to support conversations with senior leaders and wider stakeholders.

7. Establish and lead the development of key documents to support effective programme management, working closely with relevant leads to proactively ensure that any mitigation strategies are implemented where the programme, performance or the quality of key priority areas/workstreams are shown to be deviating from scope, target or timescale, and to brief executive team members accordingly.

8. Develop project report formats so that they can be used effectively by the Programme Board to support delivery and track progress of key priorities/workstreams and overall programme.
