We are seeking an exceptional Dual Workforce Efficiencies Operations Lead to join our innovative, jointly contracted Workforce Efficiencies Team. Working across Cornwall Partnership NHS Foundation Trust (CFT) and Royal Cornwall Hospitals NHS Trust (RCHT), this unique role is central to driving meaningful workforce change across the wider Cornwall & Isles of Scilly health and care system.
You will lead and oversee key workstreams aligned to cost improvement, productivity, quality, and new ways of working. Through strong leadership, expert analysis, and collaborative partnerships, you will help both Trusts make the best use of their workforce resource--delivering system-wide benefits that support high-quality patient care.
Main duties of the job
This is an exciting opportunity to influence strategic workforce priorities at scale, operating with autonomy and visibility across senior leadership teams and partner organisations.
As the Dual Workforce Efficiencies Operations Lead, you will:
Lead, manage, and develop the Workforce Efficiencies portfolio, ensuring delivery of agreed programmes, KPIs, SLAs, and financial targets.
Design, plan, and implement new programmes of work that support Trust and system-level strategic aims.
Collaborate with senior stakeholders across both Trusts, system partners, and national bodies.
Deliver innovative solutions, new workforce models, and improved processes that support productivity and cost efficiency.
Analyse complex workforce data, produce high-quality reports, and present business cases to executive and board-level stakeholders.
Review and optimise workforce systems, digital tools, processes, and service models.
Ensure successful transition of improvement work into business-as-usual operations.
Lead research, benchmarking, audits, and benefits realisation to drive continual improvement..

The Royal Cornwall Hospitals NHS Trust (RCHT) is the main provider of acute and specialist care services in Cornwall and the Isles of Scilly. It serves a population of around 470,000 people, a figure that can increase significantly with visitors during the busiest times of the year.
