Job summary

Are you an experienced Registered Pharmacy Technician looking to move to a senior leadership post and further develop your professional leadership and management skills?

We are looking for a highly capable, enthusiastic and motivated Pharmacy Technician with extensive experience of hospital pharmacy to join our friendly Pharmacy Team.

This is role is available at band 6 or a band 5 to band 6 progression role (dependant on experience)

The post involves working in a patient focused department, supported by skilled colleagues.

This post would ideally suit those with a background in pharmacy procurement or medicines homecare, with good communication skills and initiative and the ability to work accurately whilst meeting deadlines.

Relevant experience is essential including experience of pharmacy medicines contracts, the ability to perform accurate data analysis and reporting and the ability to resolve queries and problems. A good knowledge of IT is desirable, preferably excel

Main duties of the job

To work with and deputise for the Chief Technician Pharmacy Procurement to ensure the effective procurement of medicines for the Royal Cornwall Hospitals NHS Trust. Providing support and management of the day to day purchasing operation for RCHT pharmacies including management of stock shortages.

Purchasing of medicines, shortage management, invoicing, finance, contract and system management, outsourcing.

Responsible for managing the switch to best value medicines, including but not limited to liaising with patients, monitoring stocks, checking Blueteq and monitoring prescription expiry and validation, liaising with finance, dealing with stock shortages, monitoring and minimising wastage.

To provide support for the management of requests to the Specialist Commissioning Group for access to the Biologics (anti -TNFs)

To support all aspects of homecare services for Royal Cornwall Hospitals NHS Trust

To support the management of Patient Access Schemes (PAS) and NICE Tag requirements across the Trust.

Contract management and tendering at a regional level

Available as a band 5-6 development post to meet the requirements of this job description including enrolment on specialist training such as CIPS programme and in house procurement training equivalent to degree level.

Pharmacy Procurement

To manage the provision of general procurement duties in accordance with Standard Operating Procedures and the legal framework for the supply of medicines: including placing orders via phone/fax/internet/e-ordering portal, receiving goods using the stock control system and processing authorised invoices for payment.

To management medicines shortages and supply problems under the direction of the Principal Pharmacist Supply Services and in liaison with Medicines Information and the relevant Clinical Pharmacists. The role will involve sourcing acceptable alternatives and liaison with colleagues in Trusts throughout the South West as appropriate.

Approving medicines orders up to £30 000 under the Trusts financial scheme of delegation.

Ordering and receipting stationery and equipment on the Unit 4.

Responsible for developing and maintaining department operational policies.

Maintaining professional relationships with staff and suppliers using vendor rating to feedback performance and suggest improvements.

Monitor inventory levels to achieve optimal service performance.

Monitor supplier performance; implement improvements to rectify poor performance.

CPD, attending local meetings to keep updated with ongoing changes and new systems.

Booking and taking part in meetings with company representatives. Exchanging information, agreeing levels and prices under the supervision of the Lead Procurement Technician.

Undertake Good Distribution Practice (GDP) training to ensure procurement activities are in line with our responsibilities as a wholesale distributor.

To assist in the set up of new medicines profiles on the RCHT pharmacy stock control system to ensure accurate files are maintained in an efficient and consistent manner.

Assist in the reporting of purchasing data locally, regionally and nationally.

Ensure medicines are purchased in the most cost-effective manner within the constraints of contracting agreements.

Ensure all procurement of medicines is within Trust policies, complying with regional and national contracts.

Manage invoice query resolution promptly an efficiently. Liaising with the supplier and finance staff regarding queries and payment problems.

Support the outsourced outpatient unit with sourcing appropriate products and pricing.

Act as a superuser on the pharmacy automated dispensing machine (robot)

Act as an administrator on the pharmacy stock control system

Act as an administrator on the pharmacy e-commerce portal.

Contract Management

To deputise for the Chief Technician Procurement at South West/Peninsula Purchasing Supply Alliance (PPSA) meetings and tender adjudications.

Support colleagues in tenders which relate to medicines and medical gases. Support in other contract management for items/services in relation to pharmacy needs.

Liaising with other procurement officials via email to keep all current/future information up-dated. PPSA and Commercial Medicines Unit (CMU) officials.

To represent RCHT at wholesaler service review meetings to assess performance against key performance indicators (KPIs) and suggest remedial action needed and escalate concerns in supplier performance to Chief Technician Procurement/Principal Pharmacist Supply Services.

To meet regularly with key account managers for pharmaceutical companies on behalf of RCHT to ensure compliance with volume commitments and monitor services and contract details.

To be accountable for the day to day management of switch of homecare services for Adalimumab acquired by the Trust and provide assurance to the Chief Pharmacist, the responsible person, for all Biologic homecare services in accordance with the Hackett report. Guidance provided by peers and / or external reference points.

To actively support service level review meetings for all therapy areas currently using Biologics in homecare.

Collate the required data to ensure third party providers for homecare and out-patient services meet the agreed KPIs.

To liaise with the homecare suppliers, undertake audits and data collection as necessary to enable a review of services.

To advise the Chief Pharmacist and assist in the strategic development of new homecare services.

To support the processing and validating of all invoices for Biologics homecare
