Job summary

We have an exciting opportunity for an experienced and talented senior nurse to lead the Operational Site Team at our Frimley Park site.

We are looking for a Head of Capacity who can show that they lead in the right way and that they can evidence what they deliver.

The post holder will play a key role in ensuring supportive and responsive operational leadership, with the responsibility for capacity and flow delivery, maintaining site integrity whilst achieving quality targets.

The post holder will be the key operational manager with Frimley Integrated Care Board and System for sustainable delivery in respect to both non elective and elective performance targets.

The Post holder is responsible for the management of the Trust bed management, escalation, and Opel Policy to ensure safe patient flow within the organisation.

The Post holder will manage non-emergency patient transport service and budget control.

The role will involve managing the Clinical site team, working closely with ED helping to achieve government targets.

Manage the day to day operational running of the site, with rotational on call responsibilities.

Play a part in the everyday matters programme.

Main duties of the job

  • Provide senior leadership to deliver effective Site management services for Frimley Park Hospital
  • Initiate the agreed procedures for the safe, appropriate and effective use of the Trust's bed capacity for emergency and elective admissions
  • Co-ordinate and participate in the Trust's response teams to emergency situations, ie. fire, security alerts, management of major and serious untoward incidents
  • Co-ordinate the Hospital Out of Hours Team and continue to work with clinical colleagues with Hospital @ night
  • Provide senior leadership and operational management, Trust wide as the Clinical Site Managers are the most senior decision makers on Site out of hours
  • Lead the development of policy and implementation regarding hospital flow and appropriate timely access for patients
  • Budgetary responsibility for site and discharge lounge
  • Lead the policy on effective discharge from ward areas, member of the monthly escalation SITREP meetings with multi agency partners
  • Support the development of the strategic plans for the Directorate
  • Develop service line strategy to continue improvements on hospital flow
  • Leading on the development of partnership arrangements with the local authority and ICS to ensure any complex patient discharge needs are met
  • Develop and implement plans to support and embed the role of the Clinical Site Team during major incidents
  • Lead on emergency planning that relates internally to patient flows

Key Duties & Responsibilities

  • Operate the Trust Bed Management policy and procedures to co-ordinate the effective admission, transfer and discharge of all emergency, urgent and elective patients Co-ordinate the transfer of patients through the inpatient system to allow for sufficient capacity and the safe and appropriate placement of admissions whilst maintaining 4 hour emergency access target
  • Maintain effective and co-operative working relationships with all staff to support effective Trust-wide co-ordination
  • Maintain an accurate and contemporaneous bed state, monitor actual/potential occupancy and contribute to the collection of data with analysis of directorate performance
  • Maintain data of all outliers, side room activity and prioritise accordingly
  • Identify issues which prevent the safe and effective management of admissions and seek solutions in order to resolve them
  • Monitor trigger factors associated with, and where necessary implement the Bed Escalation Policy to minimise bed crises through effective planning for the safe and efficient use of the Hospital bed stock
  • Maintain robust communication networks between Discharge Liaison nurses, Discharge Lounge staff, community care agencies and the relevant voluntary agencies to support timely effective patient discharge
  • Liaise closely with the Infection Prevention and Control Team to ensure containment of infectious diseases
  • Liaise with external Bed/Site Managers to co-ordinate patient repatriations and transfers and undertaking escalation where necessary
  • Respond as detailed in protocols, providing immediate co-ordination of the Trusts emergency response to:
    • Major Incidents
    • Serious Incidents
    • Security Alerts
    • Fire Calls
    • Cardiac Arrest Calls

Management and Leadership Responsibilities

  • The post holder has overall responsibility for site management and for overseeing the management of the Hospital over 24 hour period
  • Ensure the smooth, efficient and effective operation of the Trust when on duty and ensure the Site Managers support Trust-wide standards and objectives, ensure appropriate and effective decision making at all times
  • To communicate pertinent site management issues to relevant senior managers and on call executives
  • Demonstrate effective leadership skills in the clinical and organisational settings
  • To safeguard the interests of the Trust by reporting problems / issues relating to the Hospital site where Health & Safety may be at risk
  • Liaise with Security Managers and Press Office and on behalf of the Trust with external agencies such as Police
  • Ensure that all clinical and legal documents are completed accurately, appropriately and in a timely manner
  • Reception, filing, tracing and transferring of Mental Health Act Section papers in accordance with agreed procedures
