Job summary
Sussex Community NHS Foundation Trust is seeking to recruit two Space Planning Project Managers as we embark on our journey to modernise the estate, improve utilisation and productivity and deliver a step change in the patient care and staff working environments. The postholders will make an important contribution to the Trust in meeting this challenge.
The post holder will provide expertise, leadership and capacity in managing and delivering a portfolio of space requests and space planning/ change projects working alongside designated Senior Responsible Officers and Project Sponsors. As programme and project management experts with experience in facilitating working across corporate and clinical and operational teams, and across sectors they will deliver to time, quality and budget. They will understand how to create and drive ownership and accountability and use information to identify problems, create solutions and monitor delivery across multiple projects, managing project design and delivery issues and risks with energy and passion.
Main duties of the job
- Delivery of delegated projects from initial inception through to completion, including briefing, design, business cases, agreeing standards and ensuring they are met, overseeing commissioning, and acceptance of works. It should be noted that the capital projects delivery team will be responsible for the management of tenders, contracts and delivery of works.
- Receiving space requests, managing the accommodation request process, identifying need and developing options to meet need for new and changed space.
- Communicating effectively with a wide range of colleagues, clients and agencies, through presentations, reports, chairing meetings and provide technical advice as required.
- Production MS Project Programme and cash flow forecasts for all schemes and reporting any issues to the Associate Director, Health Planning and Property.
- Undertake specific feasibility studies, including preparing option appraisals, AutoCAD drawings, budget estimates and producing high level project programmes.
- Assist in the preparation of Business Cases for service schemes and undertake feasibility studies on options as required.
- Develop, review and implement heath planning procurement procedures and ensure the projects team adhere to the procedures.

Project Governance
- Ensure the effective end to end management (planning, design, delivery, and evaluation) of projects within a portfolio (or number of portfolios) utilising Trust systems, processes and documentation.
- Accountable for project document completion and management and record keeping to maintain effective project control and clear governance.
- Develop and maintain effective relationships with the Project Sponsor and Senior Responsible Officer and other internal stakeholders, ensuring roles and responsibilities are agreed and effective channels of communication are in place.
- Ensuring the effective management of projects through the Trusts governance process to ensure delivery to time, quality and budget, including compiling and presenting information/ documentation to stakeholders as needed.
- Co-ordinate and manage project meetings.
- Report project progress in line with Trust systems and processes ensuring effective liaison with Project Sponsors and Senior Responsible Officers.
- Proactively develop and maintain the project risk and issues register, regularly monitoring, updating and reporting on progress.
- Monitor individual project budgets (and efficiencies) and expenditure forecasts suggesting actions for improvement where needed.
- Ensure project interdependencies and resultant risks are triangulated and managed.
- Ensure that all key stakeholders (both internal and external) are identified, engaged with and communications are managed effectively.

- Where required liaise with Asset Management colleagues within the Health Planning and Property Team to identify new accommodation options, but only after due consideration of whether a need can be met from within the existing estate.

- Manage requests through governance processes, including the Space Committee and ensure delivery through agreed processes for space planning.
- Support the development of space management projects to help ensure improved utilisation of the Trust estate.
