Job summary

Velindre University NHS Trust is experiencing a period of unprecedented change, working across the South East Wales region delivering the "Transforming Cancer Services" programme, including the delivery of a new cancer centre and outreach services regionally. The Programme Vision for future services sees cancer services that will continuously evolve and be part of a wider service that involves stronger partnerships with primary, secondary and third sector organisations. The internal delivery of this service transformation is through the Velindre Futures initiative through which the service changes are being delivered for the Velindre elements of the regional cancer service.

Main duties of the job

The Programme Manager will play a key role in implementing this vision, including the management of a designated portfolio of projects with a strong focus on delivery and implementation of national and local transformation and change.

An expert in Programme Delivery / Management, Programme Planning and the stringent application of governance and risk management methodologies.

Provide a crucial interface between the Programmes, VCS Service Delivery and Business as Usual Activities.

Provide effective co-ordination of the Programme's projects and management of their inter-dependencies including oversight of any risks and issues arising.

Provide Co-ordination of the new capabilities for the business to enable effective change and realisation of projected benefits.

Responsible for the effective planning and maintenance of the overall integrity and coherence of the IRS and other Programmes.

Provide strategic, planning and performance skills to lead, develop and oversee the delivery of Projects and Programmes.

Essential

  • Educated to masters degree level or equivalent experience
  • Specialist programme and project management knowledge to post graduate level or equivalent experience (PRINCE 2 practitioner)
  • Formal programme management qualification (MSP or equivalent)
  • Evidence of further development - educated to masters level or equivalent of working at a senior level in a specialist area.

Desirable

  • Accreditation or at least working towards MSP accreditation. Accredited Project Management Qualification or relevant
  • Accredited Lean Practitioner

Experience

Essential

  • Substantial experience at a senior Project/Programme Management level
  • Expert knowledge and experience of managing several projects to support large, complex programmes
  • Specific domain/theoretical/ practical knowledge of organisations, processes, policy knowledge relevant to the project
  • Knowledge of techniques for planning, monitoring and controlling projects, e.g. PRINCE2
  • Experience of applying MSP methodology
  • Thorough understanding of full project lifecycle
  • Knowledge of budgeting and resource allocation procedures
  • Demonstrates a proven record of achievement at a senior management level in a project environment, including the ability to provide advice at executive level

  • Experience of working in healthcare, preferably cancer services.
  • Evidence of working at a senior level to deliver continuous improvement and value for money principles
