Are you an experienced strategic leader ready to shape the future of healthcare planning across Wales? NHS Wales Performance & Improvement (NHS P&I) is seeking a dynamic and visionary Deputy National Director of Planning to provide system leadership and drive excellence in planning at a national and regional level.

We are looking for a strategic thinker and inspirational leader with:

  • A Master's degree in a relevant field (or equivalent demonstrable knowledge and skills) and evidence of continuous professional development.
  • A Post Graduate Planning Diploma (essential); a Post Graduate Diploma in Healthcare Planning and/or programme/project management qualification (desirable).
  • In-depth, expert knowledge of NHS planning, with significant experience leading large-scale, complex projects/programmes.
  • Strong political awareness and the ability to analyse and interpret complex data, policy, and performance information.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Demonstrable leadership, vision, and the ability to motivate and develop high-performing teams.
  • A commitment to NHS values and behaviours, with resilience, integrity, and a solution-focused approach.

Main duties of the job

  • Lead the design, development, and delivery of the NHS P&I Strategy and associated workplans.
  • Oversee national and regional planning, service change, and support the Welsh Government-led national planning cycle.
  • Provide direct management support to the National Director of Planning and deputise as required.
  • Lead the NHS P&I Planning Senior Management Team and work closely with system partners, including Welsh Government, Health Boards, Trusts, and Special Health Authorities.
  • Champion data-driven, evidence-based planning and ensure robust performance management frameworks are in place.
  • Develop and maintain effective partnerships across the health and social care system, influencing senior leaders and stakeholders to improve population health outcomes.
  • Oversee the development and integration of planning information systems, digital tools, and performance dashboards.
  • Manage significant budgets and resources, ensuring value for money and effective workforce planning across multiple departments.
  • Represent NHS P&I at senior meetings and facilitate stakeholder events, including with third sector partners and patients.

Management and Leadership

Provide leadership and management for Strategy and Planning; within the NHS P&I through the design, development and ongoing monitoring of the NHS P&I Strategy and associated workplans, national planning in the coordination and implementation of regional planning and service change opportunities and support to the Welsh Government (WG) led national planning cycle for the NHS Wales system via the Planning Framework.

Oversee a robust planning cycle and performance process and embed planning internally and externally to the NHS P&I. This includes leading on the development of a National Plan for NHS Wales and planning for Service Sustainability (Fragile Services).

Own the NHS P&I Strategy and Planning Work Programme, working with the National Director and SLT colleagues.

Work in close partnership with the HSCEY Planning Director and their team to support the develop the National Planning Framework.

Communications and Relationships

Lead the collaborative and integrated approach to priorities and reduce duplication in resources and provide clear, coordinated approach to inform Welsh Government, once for the NHS P&I. Influencing National Directors to adopt consistent approaches across the NHS P&I and NHS Wales organisations to support national and regional planning. Ensuring the coordinated data, progress updates and escalations are robust, coordinated and of the highest quality to provide Welsh Government on NHS Wales Performance.

Develop and maintain effective partnerships and relationships across the Health and Social Care system, with senior leaders, in order to ensure all partners, contribute to the planning and development of services to improve population health across Wales. Support the effective and best use of resources and enable co-production in order to deliver the demands of the work programme and input to the National IMTP planning framework.

Lead for the NHS P&I on strong productive planning partnerships with key external stakeholders including Welsh Government, health boards and trusts, Llais, local authorities, academic centres, industry and voluntary sectors to develop consistent and integrated planning and performance approaches

Direct liaison and shared working with the HSCEY Planning Team, representing the NHS P&I at senior WG meetings and represent the NHS P&I on the Directors of Planning peer group meeting on behalf of the National Director as required.

Analytical & Judgement Skills

Oversee an approach that supports the timely identification of challenges/emerging themes across NHS Wales through use of insight, data and operational context to identify, escalate and support delivery of agreed priorities. To do this the postholder will be required to analyse and interpret complex information from a variety of sources, scrutinise the data and make judgements on impact against agreed plans, presenting options for appropriate actions as necessary.

To write comprehensive reports on complex issues, informed by information gained through research, political awareness and policy developments in NHS Wales, to inform and assist the Senior Leadership Team, System leaders and Welsh Government, in their decision-making.

The postholder will be a professional expert in the field of strategic and service planning and as such will have to analysis and manage complex aspects to the data and wider evidence base to develop solutions which may not be clear.

Analyse/interpret national policy including WG directives, guidance, commissioning, and NICE guidance to inform a coordinated planning approach across NSH Wales. For example, assessing both the service needs and fragilities against the population needs across Wales in the development of regional services. The role is responsible for the strategic oversight, development, and integration of NHS P&I planning information systems, including performance dashboards, forecasting tools, and data repositories. This includes ensuring data quality, governance, and accessibility across NHS P&I

The role is accountable for the development and continuous improvement of digital planning tools and platforms used across NHS Wales, ensuring alignment with national informatics standards and interoperability requirements. The role will be expected to provide planning expertise to partners and develop both annual and long-term planning guidance to utilise as well as review, critique and monitor plans throughout the year. Developing a framework to how plans contribute the NHS P&I and National strategic long-term outcomes.

Oversee the development of the NHS P&I work programme, ensuring engagement with health boards and trusts in determining its priorities and to ensure it supports and informs medium term, annual and financial plans, including implementing and evaluating service plans and strategies.

Oversee the NHS P&Is coordination of planning assurance on NHS Wales IMTPs to Welsh Government.
