Job summary
The Emergency Preparedness, Resilience and Response (EPRR) Managers are two exciting new roles with responsibility for delivering NHS Wales Performance and Improvement's emergency planning, preparedness and resilience function, providing national leadership on emergency preparedness and resilience issues. Working to the Heads of EPRR, the postholders will provide specialist advice on emergency planning, preparedness, resilience, and response to support continuous improvement of EPRR arrangements across the NHS in Wales. The post holder will hold a key position of EPRR expertise with the credibility to influence a wide range of professionals/managers at all levels of seniority, both internally and externally.
Main duties of the job

Working closely with colleagues across the NHS, Welsh Government (WG) and other partner organisations in the delivery of the team's work programme and priorities across the range of emergency preparedness.

Providing leadership oversight and options for improving the way in which NHS Wales organisations undertake and report emergency planning, within the scope of the requirements of the Civil Contingencies Act 2004 and regulations made under this Act.

Leading the development and implementation of national policies / plans, EPRR standards and guidance for all NHS Wales organisations.

Leading development of national operational policy and plans to ensure the NHS in Wales is in a state of readiness and able to respond collectively to emergencies when necessary.

Providing expert advice for strategic command and control functions in the event of a critical event/major incident.

Leading on delivery of training and exercising across NHS Wales aligned with national plans on behalf of NHS Wales Performance and Improvement.

Qualifications and Knowledge
Essential
- Masters Degree qualification or possess equivalent experience, skills, training and knowledge.
- Knowledge of legislation related to Civil Contingencies, Emergency Planning and Business Continuity acquired through training and/or experience to Masters Level equivalency.
- Willing to apply and work towards Diploma in Health Emergency Planning (or equivalent) as required.
Desirable
- Recognised qualification in Emergency Planning.
- Knowledge of related legislation: eg COMAH regulations, HASAW Act.
- Have attended a certified course by the Institute of Business Continuity.
- Prince Project Management or equivalent.
- Attended an accredited course in the Strategic (Gold) management of major incidents, and certified competent in that role, e.g. Welsh Gold, (Masters level 6).
Experience

- Evidence of multi-disciplinary / agency work.
- Experienced in developing policies and procedures.
- Evidence and experience of preparing reports/briefing papers for committees, both internal and external.
- Evidence of continuous professional development.
