Main duties of the job

The Assistant Director for the Value Transformation Directorate (AD-VTD), will be a clinician with significant experience and leadership responsibilities, overseeing the delivery of Value Transformation and implementing strategies to improve patient outcomes and resource utilisation within a Value-Based framework. They would work to ensure that services are delivered efficiently and effectively while focusing on improving the quality and value of care provided to patients.

The AD-VTD will lead the interface between the National Strategic Programmes, National Clinical Networks and Health Boards spanning a very complex range of pathways to address clinical and financial variation within a whole system approach to improve value in terms of the best outcomes for patients at the best cost.

Job responsibilities

The post holder will be the Senior Responsible Officer for a portfolio of complex whole system transformation programmes to support delivery of major priorities within the VT Directorate, involving stakeholders and service providers. Embed across all programmes a whole system value approach building on the NHS Wales Performance and Improvement Framework, placing population need as the starting point developing and implementing a process that systematically uses public health intelligence and health needs assessment to drive service design.

Delivers the equal balance of improved outcomes, quality in delivery and efficient use of resources, ensuring that in doing so that the value based prudent healthcare approach adopted within NHS Wales is followed to achieve the best outcomes for the population and patients at the best cost.

Enables a transformative approach to service delivery that meets the needs of the population and enables positive patient and carer experience; and that is clearly laid out in service specifications within an agile approach.

Delivers improved productivity, enabling greater capacity and focusing on access as a key factor.

Establishes a comprehensive approach to provider engagement both to strengthen long term partnership for delivery and clinically led service change.

Establishes a comprehensive approach to assurance including the experience of users of the service; access, quality, safety and effectiveness; and cost and volume of activity. This will include escalation procedures to be followed.

Includes an approach to managing and scrutinising intelligence relating to performance and assurance with clinical and user involvement.

Responsible for credible and dynamic leadership and taking forward large-scale service change and facilitating and coaching clinicians to engage in strategic transformation programmes.

The role will require strong negotiations and interpersonal skills and effective management of teams and a range of programmes to ensure improved outcomes.

Key responsibilities will include:

Leadership

Leading and supporting clinical and operational teams to deliver high-quality, patient centred care. Lead and manage a range of programmes to achieve NHSW P&I priorities in line with agreed timescales and outcomes.

Identify and secure routes of clinical leadership to directly influence the strategic whole system transformation process for key care groups

Lead the development of a suite of whole system transformation strategic commissioning tools and processes (such as evidence appraisal, option appraisal and gaps analysis).

Lead and develop options for strategic whole system transformation informed through evidence and collaboration with appropriate internal and external stakeholders.

Develop and maintain existing partnership working with other agencies seeking out innovation and promoting the creative and best practice change interventions to current health pathways.

Value-Based Healthcare

Implementing and monitoring Value-Based initiatives, focusing on improving patient outcomes and sustaining or reducing costs.

Performance Management

Monitoring and evaluating clinical performance, identifying areas for improvement, and implementing strategies to enhance service delivery.

Data Analysis:

Analysing clinical, outcome and operational data to identify trends, patterns, and areas for improvement.

Communication and Collaboration:

Develop proactive and positive collaborative relationships with partner organisations in order that a collaborative transformation and value approaches can be established, and appropriate effective governance arrangements put in place.

Develop proactive partnership arrangements that ensure co-operation and collaboration between all key stakeholders. This will include GPs, other NHS bodies including Health Boards, NHS Trusts, and professional staff groups, professional representative bodies, other independent contractors, local authorities and external voluntary organisations, service users and carer groups

Support an approach that encourages effective engagement of primary and secondary care clinicians in the development of services and the whole system Transformation and Value agenda.

Influence the development of relationships within the local Health and Social Care community to ensure that the benefits of closer collaboration across the system are realised. Develop relationships with Welsh Government, the NHS Wales Executive including Clinical Implementation Networks regarding the development of any systems for Wales.

Governance Responsibilities

Ensure that programmes, projects and workstreams are run efficiently and effectively, including the use of Risk Registers, Risk based Plans, highlight reports and that they are properly formally recorded and relevant action is followed up. Develop reports and present to Board and Board Committees; coordinate and implement action and learning from relevant audit reports. Build a system of quality assurance in relation to whole system transformation and value.

Budget Management:

Managing financial resources to ensure the effective delivery of health care services.

Human Resources

Mentoring, coaching, and supervising staff to develop their skills and capabilities.

As part of the Programmes, advise, model and when approved, implement the resources and functions required to establish the whole system transformation needed.
