Business Analysis & Communication

Apply structured methodologies to investigate and communicate complex business problems, ensuring solutions align with business and user needs across NHS Wales, Local Health Boards, Trusts, Special Health Authorities, and other stakeholders.

Conduct feasibility and options analyses, quantify business benefits, and contribute to business case development to support both internal projects and initiatives driven by Public Health Wales (PHW) and the Welsh Government.

Translate complex technical issues and risks into business-friendly language for varied audiences including PHW, DHCW, Local Authorities, and cross-government partners.

Develop acceptance criteria, advise on appropriate testing methods, and ensure traceability of requirements to outcomes, often in collaboration with external delivery partners and suppliers.

Liaise with internal users, external suppliers, and partner organisations to clarify complex requirements and design end-to-end data flows that support service transformation initiatives.

Work independently while providing leadership on defining minimum viable products (MVPs), priorities, and scope for collaborative projects with health and care partners.

Analytical, Modelling & Evaluation

Analyse business goals, stakeholder objectives, and operational processes, working closely with NHS Wales, Local Authorities, DHCW, and Welsh Government representatives to identify and define sustainable solutions.

Lead modelling of business processes, systems, and data to support the planning, development, testing, and improvement of cross-sector systems and services.

Perform logical modelling, scenario mapping, and business process reengineering involving input from Trusts, Special Health Authorities, and external suppliers.

Evaluate and interpret data from internal and external sources, including cross-organisational initiatives, ensuring critical analysis for decision-making at both local and national levels.

Ensure the use of business analysis tools and practices are legislatively compliant (e.g., GDPR, DPA, Health and Social Care Act) across projects with wide-reaching health and public sector impacts.

Leadership, Collaboration & Stakeholder Engagement

Lead matrix teams and support multi-agency projects involving NHS Wales, PHW, Trusts, DHCW, and Local Authorities, managing cross-organisational collaboration to achieve shared goals.

Communicate complex, often politically sensitive information to stakeholders at all levels, including Public Health Wales executives, Welsh Government officials, and external supplier representatives.

Facilitate workshops, lead meetings, and deliver presentations to large groups comprising internal teams, senior NHS leaders, and external health and care partners.

Represent the organisation at cross-sector forums, ensuring the views and objectives of PHW and NHS Wales are articulated, negotiated, and integrated into wider programme and project workstreams.

Build and maintain effective, positive working relationships with a range of stakeholders from within and beyond the organisation, ensuring alignment with national health strategies and local service needs.

Improvement, Monitoring & Strategic Planning

Lead continuous improvement initiatives and service development activities in collaboration with internal and external stakeholders, including Public Health Wales, Local Health Boards, and Welsh Government.

Plan, monitor, and report on business analysis activities to ensure alignment with the strategic priorities of PHW and the broader public health system in Wales.

Provide training and mentorship to colleagues and external partners on business analysis best practices, fostering shared learning across NHS Wales organisations.

Undertake ongoing performance monitoring and service evaluation, collaborating with DHCW, Trusts, and Local Authorities to identify opportunities for iterative improvement and innovation.

Support strategic planning efforts by contributing impact assessments, modelling future scenarios, and feeding insights into long-term planning across PHW, Welsh Government programmes, and national health and care initiatives.

Finance and Budget

Contribute to the teams budget management and be aware of spend on services and infrastructure.

Qualifications and Knowledge

Essential

• oQualified to Masters Level in a professionally related subject or equivalent level of skills and knowledge
• oEvidence of continued professional development.

Desirable

• oPossesses (or working towards) a recognised Business Analysis professional qualification (such as BCS International Diploma in Business Analysis)
• oExperience of working in an Agile environment.
• oKnowledge of NHS, Welsh Government and strategies, policies and plans

Experience

Essential

• oExperience of the application of business analysis techniques, methods and tools.
• oExperience in defining, documenting and working on projects across all phases either alone or with a small team.
• oExperience in investigative work for strategy studies, business requirements and feasibility studies and in the specification of improvements to business processes.
• oExperience of effective user engagement with a range of diverse stakeholders, including resolution of conflict in challenging projects.

Desirable

• oHighly experienced in influencing and negotiation skills including critical questioning and innovative thinking.
• oDemonstrated expertise in a healthcare environment.
