Job summary

The Screening Division of Public Health Wales is recruiting to the role of Head of Programme for Antenatal Screening Wales. This is an exciting post providing senior clinical leadership to this well established and well respected programme.

The role of Antenatal Screening Wales (ASW) is to establish policies, standards and a framework for performance management for antenatal screening in Wales. ASW works closely with staff in all the Health Boards, who are responsible for delivery of Antenatal Screening to all pregnant women in Wales, and operates through a managed clinical network.

The Head of Programme will be a senior midwife, working in a national role, leading the managed clinical network and responsible for managing and developing Antenatal Screening in Wales (ASW). This includes development of policies and protocols at a national level, development of governance structures and frameworks for Quality Assurance, and education for health professionals.

The successful candidate will be a key member of the divisional Senior Management Team and will build relationships across the programmes as well as with key stakeholders from other areas of Public Health Wales and other organisations including all Health Boards across Wales.

Main duties of the job

The post is at a national level with responsibility for policy development, and updating and developing standards across the whole of Wales. The post holder will service the ongoing developmental requirements of the antenatal screening programme and oversee the performance management of this important public health programme.

Working across organisational boundaries and with a variety of commissioners and service providers including every Health Board in Wales, the post holder will ensure consistency and stability of service in a climate of uncertainty and organisational change often in a challenging environment with many competing priorities.

The post holder will be required to act autonomously in providing clinical advice and guidance within the scope of Antenatal Screening Wales to other clinical professionals based on own specialist skills, knowledge and experience of antenatal screening.

As a senior manager within the Division, the Head of Programme must be visible and credible, while being responsible for the programme. Working closely with the Consultant in Public Health, Director of the Screening Division and Senior Management Team, the post holder will ensure that the programme is able to deliver on internal and external objectives.
