Job summary

Portsmouth Hospitals University NHS Trust are seeking either a Biomedical Scientist with an interest and extensive experience of pathology IT or an experienced Pathology IT Specialist to lead on the implementation of a replacement LIMS across our busy pathology service. This project forms part of a wider project to harmonise to a single LIMS across the South 6 Pathology network. You will work alongside a Trust IT Project Manager and also a LIMS Training lead to oversee and manage the laboratory aspects of the project including integration, interfacing and mapping to upstream and downstream systems, Request for Change, data migration etc.

Main duties of the job

  • Managing to successful delivery the Trust-wide LIMS replacement project and implement new and improved IT clinical applications and associated services to deliver required cost reductions, service improvements and other benefits.
  • Managing staff seconded to those projects to deliver on time, within budget, and to meet quality criteria using PRINCE2 project methodology and following Trust PMO and IT Programme Office procedures.
  • Promoting a project management culture within the NHS community as well as advising and assisting both non-IT project teams, and the Trust generally, on technical matters where relevant.

Feasibility Reviews / Business Analyses

  • Conduct project feasibility reviews of proposed IT developments as required, consulting with reviewers of similar projects in other IT teams and the PMO to avoid duplication and develop common approaches.
  • Test technical, security and financial considerations to assess whether proposed IT developments are feasible and document findings and recommendations.
  • Carry out business analyses to assess proposals and requests for the implementation of technology in order to clarify the businesss top level requirements for implementation and ongoing support, develop outline costings for these, and rigorously define and test cash-releasing and other benefits to be delivered.
  • Manage customer expectations when new business ideas prove unworkable, do not fit strategically or do not provide value for money, identifying alternative solutions where possible.
  • Develop and produce, in conjunction with user departments, robust business cases to support business improvement proposals, following the Trusts standard model and funding approval route.
  • Ensure that IT considerations are included in projects that include a formal procurement tendering process, this includes documenting tendering specifications, output based specifications, weighting criteria and hosting bidders conferences.

IT Project Management

  • Manage through to successful delivery allocated clinical IT projects, namely the replacement of the pathology LIMS system, or IT components of business change projects, to improve the effectiveness, efficiency and cost-efficiency of Trust services.
  • Ensure Trust and IT Department project management processes are followed so that project budgets, timescales, quality, staff resources and achievement of benefits are adequately monitored and controlled and Trust and NHS standing financial instructions, policies and procedures are scrupulously complied with.
  • Identify and resolve resource conflicts in liaison with project boards and service providers.
  • Advise on, and encourage, the re-engineering of business processes, to ensure that maximum benefit is extracted and delivered.
  • Liaise with relevant service managers to ensure the agreement and successful delivery of appropriate benefits realisation plans.
  • Report on projects status and progress to LIMS Steering Board, IT senior management, project boards and other key stakeholders highlighting anticipated risks to projects success and ensuring mitigating actions are implemented as appropriate.
  • Ensure consistent updating of plans as projects progress, including version control and communication.
  • Contribute to project gateway reviews and evaluations. Ensure all relevant information is gathered to enable comprehensive and successful reviews of project viability can take place.
  • Where projects involve procurement of new systems or services, ensure guidance from Supplies and the NHS Purchasing and Supplies Agency is complied with, as well as Trust financial procedures.
