Main duties of the job

Portsmouth Hospitals University NHS Trust provide a full range of procurement services to Hampshire and Isle of Wight Integrated Care Board (ICB). This includes Strategic and Category Sourcing for Commissioned Healthcare and non-Healthcare requirements and Operational Procurement. All procurement activity is undertaken in accordance with HIOWICB policies and governance arrangements

Job responsibilities

  1. To take a lead role in the delivery and development of the Procurement Commissioning Teams work plan within the local health economy, working in partnership with the ICB. This will include providing advice and guidance on appropriate procurement routes and processes, compliance with all relevant legislation, and bringing added value to the benefit of the Client.
  2. Lead, manage and deliver procurement activities, including complex and high value requirements, in partnership with stakeholders, in accordance with the agreed workplans, public procurement regulations and local governance arrangements.
  3. Deliver a user-friendly non-bureaucratic service and be responsible for the management and continuous improvement of the Procurement functions and activities.

*The primary client is Hampshire and Isle of Wight Integrated Care Board (ICB), and the role may involve work/collaboration with Integrated Care System stakeholders within HIoW as well as neighbouring systems and Contracting Authorities.

Essential

  • Qualified Member of the Chartered Institute of Purchase and Supply (MCIPS) or MBA in Strategic Procurement or relevant equivalent.

Desirable

  • Project Management qualification.

Experience

Essential

  • Senior specialist commercial / public sector procurement experience.
  • Commercially astute in leading complex procurement projects.
  • Experience of a client focused environment, working in and building collaborative partnerships with multi-disciplinary teams in order to project manage/deliver procurements of varying value, complexity and risk for a large organisation, from initial planning through to contract award, achieving cost reductions/efficiencies.
  • Experience of leading training and development activities/initiatives
  • Experience of writing and implementing Strategic Procurement/Options Papers.
  • Experience of Contract Management.
  • Experience of Supplier Relationship Management and building collaborative partnerships.

Desirable

  • Experience of leading training and development (including Coaching and Mentoring).
