Job summary

To manage and deliver a high quality, cost effective compliant service, ensuring a high level of outcomes by the application of technical and managerial expertise. Proactively lead and co-ordinate effectively in accordance with the overall aims and values of the Trust and relate to the policies and actions outlined in the Trust's business plan ensuring the efficient and economical use of the Trust's annual expenditure, in line with the Trust's financial guidance's and frameworks, utilising all present compliance issues with respect to legislative, statutory and NHS guidance frameworks.

Support the strategic aims of the Trust in the delivery of its maintenance services, whether they be defect works, or planned preventative maintenance tasks. Support the Capital team in their minor and major capital programme, in delivering projects which include site rationalisation, environmental improvement, accommodation upgrades and electrical/Mechanical infrastructure works, statutory compliance and backlog maintenance reduction initiatives.

The Estates Officer will be part of the Estates Team consisting of multidisciplinary Technicians and Estate manager.

The role will have a base at Velindre Cancer Centre, but will be expected to work on all sites related to Velindre University Trust.

Main duties of the job

You will be primarily responsible for the effective management and compliant operation of Trust properties, including mechanical and electrical services, building components and grounds within the safety, governance, quality and cost parameters set by national standards, guidelines and Velindre University NHS Trust

Planning and Organising

  • Work in conjunction with the Senior Estates Manager to ensure the effective, cost controlled provision of day to day maintenance services in compliance with all statutory legislation, Health Technical Memorandum (HTM), Health Building Notes (HBN) guidance, approved codes of practice, British Standards, Trust policies etc.
  • Contribute to identifying and implementing any areas of service and performance improvement.
  • Undertake (as required) Authorised Person (AP) roles, the ability to undertake these roles will be dependent on existing knowledge, specific training and authorisation by an (Authorising Engineer) AE for that role.

These disciplines may include but not to be exhaustive to:

  1. High & Low Voltage Electrical systems
  2. Piped Medical Gas Systems
  3. Hot and Cold Water Services
  4. Ventilation
  5. Decontamination Services

  • Professional knowledge acquired through an appropriate degree in an estates or building discipline, or HNC/HND with specialist knowledge acquired through courses and experience C&G in relevant trade or equivalent experience.

Desirable

  • Authorised person for Ventilation, lifts, medical gases, hot and cold water systems (legionella) and/or management of asbestos in buildings IOSH certificate for Managing Safety NEBS Certificate in Management.
