Job summary

Development and Implementation of the Trust Data and Insight strategy

Provision of high-quality information to support evidence-based decision making and planning

Creating and transitioning to a new target operating model for the combined Data and Insight function and effectively establishing it as a Trust-wide capability

Main duties of the job

Development and Implementation of the Trust Data and Insight strategy

Creating the new target operating model for the combined Data and Insight function and effectively establishing it as a Trust-wide capability

The efficient and effective operation of the combined Data and Insight service for the Trust

Provision of high-quality information to support evidence-based decision making and planning

Supporting the Transforming Cancer Services (TCS) and Blood Service Futures programmes with high insight and modelling

Improving the Trust's Data and Insight capabilities both in the new combined function and throughout the whole Trust to drive data lead/evidence-based decisions

External representation and alignment of Data and Insight activities with National standards, regional working, programmes and services.

Qualifications

Essential

  • Masters level qualification in a relevant subject or equivalent experience working at a senior level in a mature digital or data and analytics environment.
  • Evidence of frequent and continuing professional/leadership development
  • Knowledge and expertise of IT/ data architecture and infrastructure

Desirable

  • Industry recognised certification, such as Microsoft or British Computer Society
  • Experience of operating at Executive / national level.
  • Quality improvement and or leadership qualification
  • Project or programme management qualification

Experience

Essential

  • Experience of developing a data and analytics approach / strategy for an organisation and successfully implementing it
  • Evidence of working across a range of organisations to achieve significant change
  • Experience of working at a strategic level within data science / modelling / analytics and delivering insight and improvement
  • Experience delivering large complex digital / data transformation agendas
  • Significant experience of staff management and staff development at a senior level
  • Extensive knowledge of data warehouse design and redesign
  • Experience of developing strategic direction and delivery plans, establishing clear work priorities, and ensuring capability to deliver
  • An in-depth knowledge of informatics policy - including NHS Information Governance and Data Protection legislation, guidelines, and best practice
  • Demonstrable record of delivering service improvement.
  • Proven ability to define operational strategy and plans
  • Proven budget management experience.
  • Detailed knowledge of data standards and data quality techniques and processes
  • Experience of mentoring or supervising staff

  • Experience of agile working practices and methodologies
  • Experience of managing projects, using a methodology such as Prince2

  • Excellent written and oral communication and the ability to give clear directions and explanations.
