Job summary

The post holder will oversee the projects relating to the 0 to 19's Family Nurse Practitioners and Healthy Lifestyles and the integration into a service offer to be developed in collaboration with the Commissioners.

The post holder will support the organisations 0 to 19's clinical services to ensure that the strategic work stream of programmes is planned and managed effectively and to take the lead in assisting in their successful delivery.

In order to be instrumental in successful service transformation, the post holder will need to have substantial experience, skill and knowledge in project management, with knowledge of associated methodologies.

Effective time management will be essential due to the nature of the projects and commissioning arrangements.

The post holder will need to have significant skill, confidence and expertise to collaborate with internal and external stakeholders and to efficiently and effective keep teams on track with service improvement projects.

Main duties of the job

The post holder will provide advice and expertise in project management, including programme planning, business cases, project documentation and programme and project delivery, operating models, best practice ways of working and other project management disciplines.

Support and inform the targeting of resources, implementation, and evaluation of the tasks/projects by providing high quality support including highly complex information and analysis, communications, and stakeholder management.

The successful candidate will be expected to plan and design the programmes for improvement and proactively monitor their progress, resolving issues, and initiating appropriate corrective action with efficiency.

Defined leadership skills will be essential to motivate, encourage and inspire staff to understand and accept service improvements when staff may be reluctant to change.

The post holder will have relevant experience in managing the conflicting priorities between stakeholders with different expectations.

In order to elicit the changes required, the post holder must be able to independently and efficiently manage a number of smaller projects within the service, remaining responsive and communicating any challenges in a timely manner.

Job Purpose

This Project Manager role will sit within the 0 to 19's services specifically as a member of the 0 to 19's Senior Team. The post holder will take specific responsibility for leading the development, management, and delivery of PMO specialisms within the 0 to 19's service supporting the operational and strategic delivery of the organisational and 0 to 19's services aims and objectives. The post-holder will ensure that the programme has efficient processes in place to identify, monitor and appropriately adjust tools, templates, and techniques to provide an effective and value-adding PMO function.

The Project Manager has responsibility for the development and delivery of projects assigned to them, they will work across the 0 to 19's to ensure the lifecycle of projects is documented, managed, and supports delivery of CityCare's strategy and business plan objectives. You will deliver projects assigned by the Care Group 2 Triumvirate and 0 to 19's leadership teams and work collaboratively with all members of the corporate teams within the organisation.

Support the organisation and lead on the development of a PMO structure and culture within CityCare, supporting the delivery against the organisations strategy, business plan and efficiency programmes.

The post holder will support the organisations 0 to 19's clinical services to ensure that the strategic work stream of programmes is planned and managed effectively and to take the lead in assisting in their successful delivery:

  • Developing and managing the strategic project management plan, progress and reporting risk and issue management.
  • Support the 0 to 19's / Care Group 2 services within CityCare to track delivery of strategic projects and ensure deadlines are being met.
  • Constructively challenge the pace of delivery and quality of project plans, to ensure that the work being undertaken across the Care Group 2 services CityCare is transparent and demonstrates delivery of quality and timely products.
  • Provide added value reports on the delivery and achievement of projects.
  • Triangulate multiple sources of information to enhance the quality of the challenge with the teams on their delivery.

The PMO Manager will:

Hold delegated responsibility for the management of the PMO function within Care Group 2/ 0 to 19's service, work allocation and the performance monitoring and delivery reporting against the organisations strategy in relation to Childrens and Young Peoples services , business plan and efficiency programmes.

Work collaboratively with internal and external stakeholders to support the delivery of organisational strategy project plans.

In conjunction with service leads and relevant internal experts, co-ordinate the development of project plans, KPIs, Risks and Mitigations to ensure the robust project management and reporting against CityCare Strategy deliverables.

Key Responsibilities

Apply knowledge and experience of delivery methodologies (e.g., Agile, PRINCE2) to support the PMO in establishing, monitoring, and improving policies, standards, and controls to support the effective delivery of projects and programmes and service development.

Champion the PMO Service with stakeholders and colleagues, ensuring that practices demonstrate the benefit of the PMO to both service users and the organisation.

Manage and maintain the portfolio risk & issue management process, providing objective and independent assessment of risks and issues using a tracking mechanism to enable a proactive resolution and escalation processes.
