Job summary

This is an extremely important role within the Digital Services team at CSH Surrey. The Health Informatics (HI) Manager will be a highly motivated individual who will help lead and support the Health Informatics Department in delivering a responsive, high quality and professional information service to support operational, resource management, business planning and the corporate requirements of the Department, Division, and the Organisation.

Main duties of the job

This is one of the most senior HI and performance management specialists within CSH, and will carry responsibility for leading the HI, performance management and impact measurement process across the organisation. Effective HI is fundamental to the financial viability of CSH; therefore, the post holder must have the experience and seniority to manage, analyse and respond to the performance of the entirety of the organisation.

The role will ensure we have the correct systems that enable sound data gathering and analysis that drives effective decision making and enables organisational growth. They will lead the performance management governance structure of CSH, ensuring all relevant members of the workforce are held to account for performance reporting, intelligence gathering and development within their services.

Job description

Job responsibilities

Principal duties to include:

Act as a relationship manager between operational and corporate services, external organisations, and Health Informatics.

Implement and oversee secure data transfer protocols, such as SFTP, while utilising automation scripts to streamline data extraction, transformation, and loading (ETL) workflows.

Use leading edge technologies, Microsoft BI Stack (SSIS, SSRS), SQL Language, Microsoft Power BI to develop reports, Data Models, and key performance indicators for the Trust.

Ensure data quality is of the highest standard and support the development and implementation of data quality improvement plans.

Provide expert advice and guidance on statistical and information matters including the development of health related datasets and information that will shape the Divisional and Trusts business intentions.

Ensure that the data warehouses and processes fully support National and contractual reporting requirements, including but not limited to CSDS (Commissioning Data Sets) and SUS (Secondary Uses Service) data submissions. This includes data feeds to third-party systems, such as Graphnet, CHIS (Community Health Information Systems), and BT messaging, to ensure seamless data transmission and compliance.

Manage projects from inception to completion and will be required to manage staff within the projects.

Communication skills

Act as a relationship manager between the operational services and the HI service. They will do this by liaising with leads and service level colleagues across the organisation.

Provides and receives highly complex information and communicates contentious issues where there may be barriers to understanding. This will be done using the highest level of interpersonal skills in order to overcome any contentious issues such as poor performance.

Design and implement, in conjunction with HI colleagues, complex and sensitive models used by report builder. They will continually work with HI team members to identify routine data manipulation tasks, and where possible develop automation for these tasks.

Present information to various groups both inside and outside the organisation, such as Board meetings, CCG meetings, and service level meetings. They will need to remain calm under pressure, understand and be able to verbalise clearly complex information when presenting and be able to answer questions.

Train colleagues in the use of new and old reporting tools and techniques in order that services can self-serve basic information requests. The training could be in any location and with any number of people.

Continually improve the relationship between the department and the services and external organisations, such as CCGs, the Local Authority, Public Health England, and NHS England.

Engage with and service the needs of contract commissioners and other customers/ partners as required, to ensure that all contract reporting requirements are understood and met.

Work with senior managers (both clinical and non-clinical) across the organisation in a mentoring and coaching capacity to engender an increase in confidence in the recording, analysis and response to performance information (both qualitative and quantitative).

Engage with internal and external stakeholders to ensure that the needs for reporting are met for all contracts CSH hold.

Engage with the business to develop a strategy and plan for the service in line with the CSH Vision and Values

Analytical and judgemental skills

Provide expert advice and guidance on statistical and information matters including the development of health related datasets and information that will shape the services and organisation business intentions.

Use Kimball group methodology to develop and maintain the organisation data warehouse, including data modelling using facts and dimensions, database management, master data management, data integration, ETL, system architecture. The warehouse will need technical troubleshooting ability built in.

Need to have a basic understanding of Azure and Cloud Services. You will also be expected to have ideas about data visualisation and have an understanding of Power BI as a front-end platform.

Ensure that the security of the data warehouse and its requisite presentation layer is secure, and that proper security is in place for internal and external to the organisation users.

Create Data Models bringing together multiple data sets to discover hidden patterns in the vast amounts of data held by the organisation, including issues which will help operationally and corporately.

Troubleshooting and problem-solving within SQL Server and reporting infrastructure. Collaborate with technical teams to diagnose and resolve issues promptly, minimising disruptions to business operations.

Ensure data quality is of the highest standard and support the development and implementation of data quality improvement plans.

Understand highly complex data and turn this into sensible and meaningful reports for the services.

Work with services and make judgments on their own, taking into account the department objectives and current workload.

Develop judgements involving highly complex facts or situations, which require the analysis, interpretation and comparison of a range of data and outcomes.

Planning and organisational skills

Plan and set-up meetings where needed. Preparation for all meetings, including ones not set up by the post holder, is vital and will include supporting in the preparation of performance reports and summary documents.

Liaise with the services in order to understand performance issues and see if there are any areas where business intelligence could improve processes, mainly the recording and reporting of data.

Contribute to project plans and run projects themselves from inception to completion with autonomy to minimise risks in a way that is in line with the department, service, and organisation best interests.

Formulates long term strategic plans in conjunction with the Head of department and also shorter term plans for individual projects. These plans may impact the whole organisation and will need to be developed where there may not be certainty around other plans within the organisation which will mean ensuring plans are fluid enough to adapt to new ways of working.

Lead and manage upgrades to data warehouses and reporting tools to ensure the department remains current with the latest technologies and SQL Server upgrades. Stay informed about industry best practices and emerging technologies to drive continuous improvement in BI infrastructure.

Patient / client care

There will be non-clinical contact only and will not be involved in any way directly with patient care.

Policy and service development

Be directly responsible for and support in developing plans and policy for the HI department and other departments / services where needed. These will cover policies within the department and contribute to policies organisation wide, such as Data Quality policy. The policies may impact across and beyond the organisation.

Responsible for and support in a range of policy implementation and policy or service development for Digital Services.

Responsible for and support in the shaping of other services improvements and developments, where HI support is required or HI will aide in the improvement of the service, such as improving data collection or data quality. They will sit and support in service projects and lead in these from a HI service viewpoint.

Financial and physical resources

Responsible for budget management and has delegated budgetary responsibility. Holds responsibility for budget setting for the HI Service.

Look after the equipment provide to them, which will normally be a laptop and a phone. Any other equipment which belongs to the organisation which the post holder has responsibility for should be taken extremely good care of.

The post requires developed advanced keyboard use to fulfil the role with a specific requirement for speed and accuracy with very little margin for error.

There will be a frequent requirement for intense concentration whilst carrying out the role.

Human resources

Responsible for the several staff within the HI department

Act as an expert for the HI department in all areas and can ask the staff within the department to carry out work.

They will be fully responsible for the HI staff and will carry out the necessary tasks in relation to this management role.

Act as a mentor for staff within the department and will contribute to staff training by providing specialist knowledge of the business and any issues that will affect the delivery of reporting.

Develops and delivers specialist training for all HI areas of work across the organisation.

Information resources
