Job responsibilities

Purpose / Summary of the role

In support of the Clinical Director and alongside the national nursing and paramedicine advisors you will provide strategic Clinical Leadership, Management and Advice to the organisation on all clinical matters to ensure that it delivers clinical services that are compliant, safe and of a high quality.

Description of tasks:

1. Provide clinical leadership on a National level and to County Clinical Managers to develop and support the implementation of National Clinical Strategies.

2. To develop methods within the Clinical Strategy to recruit, retain and develop the work of doctors (and Medical Students) within St John Ambulance Cymru. This includes integrating them into frontline practice.

3. As part of the wider national clinical team play a role in collaboration with the Assistant Chief Volunteer (ACV) for Quality and Safety on the implementation and delivery of clinical assurance, audit, risk and governance processes and reporting of outcomes. This will include supporting the review of National and County clinical issues and incidents reported, implementing appropriate action plans and feeding back to leadership and clinical teams.

4. Support the Clinical Director to ensure that clinical input is given to the strategic management and implementation of issues relating to regulatory standards (including Infection Prevention Control, Morbidity and Mortality Reviews, MHRA Medical and Field Safety Alerts).

5. On behalf of the Clinical Director take a leading national role in managing clinical risk in partnership with the other national clinical advisors

6. Support the Clinical Director in their duties as Caldicott Guardian to St John Ambulance Cymru with responsibility for the security and appropriate handling of confidential (patient) data. Responsible for delivery of candour responsibilities

7. On behalf of the Clinical Director to act as an Accountable Officer and Medical Director for Controlled Drug provision to volunteers and staff and support the discharge of their clinical duties in relation to medicines.

8. To act as the National Advisor for mental health

9. Participate in the function as On-Call Senior Clinical Advisor and execute the associated requirements of this role.

10. Provide expert clinical advice to inform changes to St John Ambulance Cymru training, operational and clinical practice.

11. Assist the Senior Volunteer Team in the production and co-ordination of business plans, budgets and the production of subsequent reports where required.

12. Support cross directorate working to ensure appropriate and cost-conscious supply and deployment of resources to joint projects.

13. Attend Clinical Forums, Clinical Risk meetings and other Clinical groups as directed by the Clinical Director.

14. Ensure that clinical activity remains safe, consistent, and standardised across Wales in line with St John Ambulance Cymru Policies, Standard Operating Procedures and external legislation and guidance.

15. Undertake horizon scanning and respond proactively taking a leading role in developing clinical and operational policies to ensure clinical service delivery is in line with best practice. Lead on developing and ensuring effective and safe systems are in place for all operational aspects of clinical work

16. To work collaboratively with the Clinical Director, Senior Volunteer Team, County Commissioners, County Clinical Managers to ensure clinical standards are prepared, implemented, and reviewed within each County.

17. Ensure that teams collaborate internally both locally and Nationally to share best practice and develop shared charitable activities and projects this includes the wider National Clinical Team; to include facilitating quality improvement initiatives, input to reviews and take part in consultations to support the St John Ambulance Cymru National Clinical agenda.

18. Forge links with health partners and other professional groups and external stakeholders.

19. Line manages the Deputy National Medical Advisor as per management structure to ensure that Health Care Professionals (HCP) are professionally led and meet requirements of their professional bodies as well as St John Ambulance Cymru.

20. To undertake investigations and produce reports as required in relation to operational, conduct or clinical activities.

21. Represent St John Ambulance Cymru, from time to time as requested, on relevant Volunteer Committees, Task & Finish Groups or Working Groups.

22. Proactively manage & conduct Annual Development Reviews on all reporting lines.

23. Provide escalation reports to the Clinical Director on all matters including but not limited to issues impacting service delivery activity.

24. To work closely and collaboratively with the NHQ Operations Directorate to advance the operational and Clinical activities of St John Ambulance Cymru.

25. To comply with St John Ambulance Cymru health and safety policies, procedures and regulations, and where appropriate statutory requirements. Have due regard for the health, safety, welfare and wellbeing of members of St John Ambulance Cymru and those members of the public with whom they come into contact.

26. To be prepared to undertake any other activities, duties and responsibilities as appropriate within the level of the role.

Approximate Time Commitment

• Candidates should expect to commit to a minimum of 35 hours a month (420 per Annum).

• Liaison with the NHQ Operations Directorate, Senior Volunteer Team, County Commissioners and County Managers & Strategic Partners / Agencies.

• Attendance and organisation at various / regular meetings and events at National, County & Divisional level.

Experience

Essential

• Minimum six years clinical experience including in and out of hospital environments
• Experience of developing and maintaining processes that support and deliver regulatory compliance
• Experience of a risk based management approach
• Experience of building strong and effective partnerships with key stakeholders
• Strategic decision making in a crisis

Desirable

• Knowledge of St John and practice of first aid
• Experience of working in non-traditional roles (i.e. crowd / event medicine).

Qualifications

Essential

• Full registration on the General Medical Council (GMC) register with a licence to practice.
• NHS equivalent of registrar or consultant.
• Immediate Life Support skills and evidence of current revalidation
• Level 3 Safeguarding adults and children

Desirable

• Leadership & Management Qualification
• An Event Medical qualification (Football Association Crowd Doctor; Prehospital Emergency Care Course or equivalent)
• ALS/ APLS/ ATLS/ PHTLS provider qualification(s).
• Welsh Speaking

• Awareness of a range of Health Sector provisions and issues
• Knowledge of Healthcare Services provided by St John Ambulance Cymru
