Were recruiting a skilled Service Manager to join our Eye Care Support Services (ECSS) Management Team in the North of England.

In this varied role, you will provide day to day leadership to a team of Eye Care Liaison Officers(ECLOs). Your excellent people management skills and transparent management style will enable you to motivate and manage a geographically dispersed team, providing support and sensitively being the driver of change and new service initiatives.

You will be accountable for managing the full operational delivery of our ECLO services across the North of England (Tyne and Wear, Northumberland, Cumbria, County Durham, Teesside and other locations as required.) You will be skilled at influencing external stakeholders to attract service funding, working autonomously to produce reports, manage your budget, deliver presentations and ensure KPIs are met. You will manage key internal relationships to support the delivery of our service, ensuring patients can access support at a time which is right for them.

Main duties of the job

As part of the Eye Care Support Services (ECSS) Management team, you will support and maintain key relationships across health and social care services, participate in strategic and business planning processes and engage with key internal and external stakeholders to ensure that RNIB can reach more people with sight loss, earlier.

Supporting ECLOs and services, mainly across the North of England, will require regular local and occasional national travel, which may involve overnight stays.

This role is eligible for an enhanced criminal record check which includes a check of the children's and adults barred lists.

Supporting RNIBs strategic priority to deliver and develop Eye Care Support Services (ECSS) across the UK. Acting as a key member of the leadership team, managing the day-to-day operational service delivered through a team of Eye Care Liaison Officers (ECLO) across multiple locations in across the north of England. Working with the wider ECSS Leadership team to ensure appropriate management support across UK ECLO services when required.

Impact:

Provide day to day operational leadership, development and support to the ECLO team, providing regular performance reviews and appraisals in line with RNIB policies and procedures.

Manage all aspects of operational delivery in your ECLO Services. You will also participate in the strategic and business planning processes working with key internal and external key stakeholders.

Providing effective leadership and management support to all staff across the UK ECLO team, when required due to planned and unplanned leave.

Responsibility and ownership as a Designated Safeguarding Lead for your ECLO team and the wider UK ECLO team when required.

Financial Responsibility:

Along with Senior Management, participate in the strategic and business planning processes, ensuring the inclusion of all key internal and external stakeholders throughout the process.

Responsibility for the financial management of the ECLO budget for services delivered across your contracts.

As the primary contact with local health commissioners, clinical leads and funders maintain excellent contract relationships developing and maintaining relationships to maintain funding of existing services.

Decision Making Responsibility:

Working with Senior Management and Partnership Development Managers to identify gaps in provision, develop new opportunities to increase service capacity and referral pathways.

Main Accountabilities:

Provide day to day management of a geographically dispersed ECLO team.

Ensure all services operate within designated Health and Social Care regulatory frameworks, including adequate safeguarding, risk mitigation, Health and Social Care accessibility standards and quality assurance.

To be responsible for the collation of all relevant and appropriate KPIs, which are stored and shared with colleagues as appropriate in compliance with the Health and Social Care data governance best practice.

Produce all service area reports, according to contractual requirements, using appropriate reporting mechanisms and ensuring all reports are accurate and specific to each service area.

Responsibility for the recruitment and induction of all new RNIB ECLOs within the service area.

Work alongside the Senior Management team to ensure the service is co-produced, delivered within budget, in a cost-effective manner and continuously improved.

Providing effective leadership and management support to all staff across the UK ECLO team, when required due to planned and unplanned leave.

Actively promote RNIB ECLO services to internal and external stakeholders, developing, organising and participating in events, forums and committees where appropriate.

Monitor and evaluate the quality and performance of services, ensuring a high level of patient satisfaction; initiate improvements as a result of feedback received or opportunities/threats identified.

Ensure effective and efficient delivery and monitoring of projects, contracts and services ensuring compliance with internal and specific contract requirements.

Deputise for the Senior Management when requested/required.
