Job summary

East Lancashire Alliance is seeking an experienced Non-Executive Director (Finance) to join its Board.

This is an opportunity to contribute at Board level to the leadership and sustainability of NHS services across East Lancashire.

Main duties of the job

The role provides independent challenge and assurance on financial governance, sustainability, and risk, ensuring that financial decision-making supports safe, high-quality services and meets the expectations of a CQC-registered organisation, particularly within theWell-Leddomain.

  • Provide independent scrutiny and constructive challenge on financial strategy, budgets, management accounts, cash flow, and reserves
  • Support robust financial governance, controls, audit, and assurance arrangements
  • Oversee value for money and the appropriate use of public funds
  • Support effective financial risk management, including income, contracts, and cost pressures
  • Ensure financial decisions support patient safety, service quality, workforce sustainability, and CQC compliance
  • Contribute to Board oversight of CQC inspection readiness and action plans
  • Work constructively with the Chief Executive Officer while maintaining non-executive independence
  • Support the Chair in maintaining an effective and high-performing Board
  • Attend and actively contribute to Board and strategy meetings, preparing thoroughly for each meeting

  • Recognised financial qualification (e.g. ACA, ACCA, CIMA, CCAB) or equivalent senior-level experience

Experience

  • Senior-level experience in finance, accounting, audit, or commercial leadership
  • Strong understanding of financial governance, audit, and risk management
  • Experience operating at Board or senior leadership level, with the ability to provide independent challenge
  • Ability to communicate complex financial information clearly to non-financial colleagues
  • Commitment to ethical leadership and the Nolan Principles of Public Life

Desirable

  • Previous Non-Executive Director, Trustee, or Audit Committee experience
  • Experience within the NHS, primary care, or wider public sector
  • Knowledge of GP Federation or at-scale primary care financial models
  • Experience of working within or supporting CQC-registered organisations
