You will provide consistent leadership to embed the culture and values of the organisation. You will have the ability to inspire confidence and influence people at all levels both internally and externally for the organisation.

You will be an experienced leader with strong tender writing capabilities with NHS or wider health or care sector experience and have a track record in leading complex change and business growth through multiple projects.

You will be an exceptional communicator bringing challenge to the organisation's thinking to ensure we deliver on our business strategy and goals.

Main duties of the job

Working closely with the strategic leaders, you will support Yorkshire Health Partners Ltd to advance the delivery of crucial activity for our primary care services across East Yorkshire. You will work autonomously to plan and deliver bids and tenders of varying complexity. This requires specialist knowledge and skills in programme management, service improvement within health care, and an approach that is collaborative. You will make the right things happen at the right time and that will result in the successful delivery of a tender program in line with the organisation's strategic priorities.

Job Summary

Working in collaboration with senior managers and team colleagues (including, but not limited to, Workforce, Premises, Finance, Clinical Managers, Quality & Performance, Administration, and the individuals using our services) to formulate sound business proposals & costings for review, pending implementation.

Devising and implementing systems to support the development and ongoing business of the organisation including growth-based projects which require market research/scoping and support with service operationalisation.

Co-ordinating tendering exercises, including seeking out and evaluating suitable opportunities, organising tender timetables, supporting and assisting clinicians and managers in the writing and preparation of Pre-Qualification Questionnaires and Invitation to Tender documentation and being responsible for the timely submission and monitoring of all tender submissions.

Identifying suitable funding opportunities for relevant proposed projects and providing support to colleagues in the writing and submitting bids to funders within set timescales.

Ensuring YHP is represented, promoted, and celebrated locally and nationally by identifying and submitting suitable local/regional/national and international awards which highlight best practice.

If required, to act as or support the budget holder in respect of various grant projects, ensuring adherence to spending levels and ensuring the project remains within budget constraints, providing effective monitoring systems.

To be responsible for a variety of projects as identified by the Senior Leadership Team and Board of Directors to develop the organisations business.

Key Areas of Responsibility

Business Development

Working independently and with the team to support colleagues to develop ideas/innovations aimed at improving service delivery, including supporting the preparation of business cases and delivery plans, and preparing SWOT analyses for project initiations.

Undertaking Horizon Scanning exercises, ensuring details of potential new/existing opportunities are clearly disseminated across the organisation via established forums. This may include working closely with YHPs Communications and Marketing Team to undertake marketing, research, event promotion, awareness raising, and networking opportunities.

Seeking out funding opportunities to allow the development of YHPs business.

Seeking out and submitting nominations to local/regional/national/international health sector Awards, celebrating success and raising the profile of YHP and its work.

Providing periodic updates to our Board of directors and membership partners regarding all successful opportunities (e.g., grants, tenders and awards attained) and working alongside the SLT to maintain an accessible database for use by colleagues.

Identifying and disseminating suitable local and national tendering opportunities aimed at business growth, and where required, to act as tender co-ordinator, offering guidance to clinical and managerial colleagues on writing a suitable submission and ensuring adherence to tender deadlines.

Completing organisational questionnaires (PQQs) associated with tendering opportunities and maintaining a tender resource library on the shared drive to assist colleagues when working on a tender.

Working collaboratively with YHP Members, Commissioners and Stakeholders to develop and nurture relationships with potential business partners, including within the VCS.

Project Management

Provide high quality project management support, including undertaking a range of activities supporting the delivery of YHP Strategic plan, and working effectively with management and clinical colleagues across the organisation.

Ensure that the right people are identified to make these projects happen, that they are effectively matrix managed so they develop, feel valued and are supported to deliver.

Develop service development proposals, business plans and delivery plans within YHP and as required, across provider organisations.

Support successful service developments working with service leads/managers including developing business plans and delivery plans and liaising with other teams to achieve this.

lead on change programmes of multiple challenging projects ensuring that the right support is mobilised at the right time. You will demonstrate professional flexibility and the capability to move across workstreams and projects as and when required, despite competing demands.

Understand the needs of our partners in primary care and work collaboratively to meet these through the delivery of high-quality services.

Ensure robust systems for managing programmes of change are in place that are efficient, effective and engage will all our key stake holders appropriately

Utilise coaching skills to build project management capability and confidence within YHP and its partners.

Finance & Risk Management and Quality Assurance

Oversee the finance manager to record all related activities, e.g. income, expenditure, profit and loss, outputs etc in respect of funding and budget monitoring.

Oversee a system for the management of all YHPs contracts, subcontracts, Service Level agreements and memorandum of understandings.

Working closely with the Chief Operating Officer and Finance Manager to manage the budget for specific projects as delegated.

Deploy agreed risk management processes, taking an analytical approach to qualitative and quantitative information to facilitate a review of options to mitigate or eradicate the risk.

To record, monitor and report risk, benefits, and performance.

Deploy effective methods to assess how beneficial a programme is. Undertake reviews on performance post implementation and make further recommendations on service improvement based on evidence.

Management of Communication

Prepare regular updates and reports to provide assurance on project delivery identifying clear progress statements including risk mapping, performance data and the direction of travel towards benefits realisation.

Hold regular, (most likely) weekly project management meetings with workstream leads. Concisely capture key actions, opportunities, obstacles and the way forward to facilitate effective communication internally and externally, where appropriate.

With integrity engage with internal and external stakeholders.

Management of workload and personal development

Act on own initiative in prioritising and managing workload, delegating tasks appropriately and referring to designated Board Members in respect of clinical, managerial, and administrative areas, as necessary.
