Job summary

The Network Manager is a lead role supporting the Clinical Director to ensure the smooth running of the PCN. They will deliver on a wide range of business, data submission and improvement initiatives across the primary care network providing strategic transformation support and leadership.

The Network Manager will be instrumental in progressing the PCN. This role will work with member practices to break down challenges to implement PCN DES objectives across our population.

The Network Manager will develop strong relationships and engage with a wide range of stakeholders across the locality to ensure collaborative approaches to service development and delivery. In doing so they will improve integration with the broader community services as our network matures.

Main duties of the job

Main Duties & Responsibilities

The following are the core responsibilities of the PCN Manager:

To manage the development of Orpington PCN.

Be the first point of contact for Practice Managers across the 10 member practices.

Be responsible for facilitating/coordinating/managing the delivery of PCN DES and projects.

Manage NHSE and other contractual requirements.

To develop and establish strong collaborative relationships with partners and stakeholders.

To support the strategic and policy development of Orpington PCN.

To develop a business plan for the successful delivery of the PCN DES obligations, and wider PCN (s) objectives.

Provide support to the Clinical Directors.

To support the Orpington PCN Leadership team in business case development.

Be responsible for escalating issues at the board level.

Make day-to-day judgements at a management level .

Deal with enquiries and complaints in an effective and efficient manner.

Recruitment and HR Responsibilities

Lead Orpington PCN workforce recruitment.

Support with HR functions and maintain robust HR policies .

Plan, create and maintain ARRS rota for various roles in the PCN.

Financial Responsibilities

To be responsible for the oversight of the financial systems/employed staff /payments to the PCN and practices.

Information Management Responsibilities

Develop an appropriate governance framework for the smooth operation of the PCN and the delivery of its plan.

Provide support to the Clinical Director to produce appropriate documentation for the PCN including agendas and minutes of meetings, proposals and papers as required.

To support the Orpington PCN Leadership team in business case development such as bid-writing/submission as new opportunities emerge.

Develop innovative schemes, using best practices, to meet PCN objectives, exercise initiative and problem-solving within the remit of the project. Oversee the rollout and delivery of new services and support the network in delivering high-quality, patient-centred services.

Be responsible for escalating issues at the board level following the PCN hierarchy structure for HR, Finance, Governance and Operational.

Make day-to-day judgements at a management level to ensure business and service continuity, while ensuring the environment for recruited staff is optimised.

Deal with enquiries and complaints in an effective and efficient manner in line with agreed policies and procedures.

Develop an appropriate governance framework for the smooth operation of the PCN and the delivery of its plan. This will encompass the establishment of a legal framework between practices, agreed ways of working such as schedule of meetings, regular reporting on progress against the plan, and effective communications and engagement within and external to the network.

Work with practices within the network to identify areas of common concern or potential for collaborative working to improve the resilience of general practices, sustain local services and support the recruitment and retention of key members of the primary care workforce.

Monitor the achievements of contractual targets and take responsibility for implementing remedial actions to address shortfalls, reporting proactively any issues to the board.

To oversee the provision of data analysis using EMIS and dashboards and monitoring as required including collating data from member practices to assess and develop the effectiveness of the PCN.

Effective use of business intelligence systems and data sets to support the development of the PCN.

Ensure that policies and procedures pertaining to Information Management are reviewed and kept up to date.

Set up a process to ensure compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance
