Job responsibilities
POST: Senior Operations Manager 37.5 hours per week
The Core Hours of the post will be Mon-Fri 9-5 ,however the post
holder will be expected to flex their hours to attend in the evenings and at weekends if service need requires.

partner organization's; external agencies and Regulators.
ROLE
SUMMARY
A key requirement of the
post is to oversee service provision and support corporate projects to ensure our
service delivers high quality care over 24 hours, 7 days per week, 365 days per
year. Therefore, attendance in the evening or at weekends may be required as
determined by Service need An experienced, proactive, hands-on manager, the
Strategic Operations Manager will plan and oversee the delivery of ELMS
unscheduled primary care services with the clear objective of promoting ongoing
service improvement. The postholder
will play an active part in the Operations team, acting as a role model to the
whole team.
MAIN
DUTIES & OVERALL RESPONSIBILITIES:
Service Management
To be accountable for the management of ELMS
operational unscheduled care services by planning and managing, as needed, a 24
hour 7-day unscheduled care service with appropriate clinical and non-clinical cover.
To
oversee the planning and management of rotas, budgets (in conjunction with
senior management team colleagues) and resources effectively across the
unscheduled care service settings including systems, buildings, vehicles and
staffing.
Oversee
and manage the Operations team including the Operations Manager, Service
Supervisors and supporting functions such as Control and Navigator staff and
Rota Administration.
Participate in developing and maintaining quality
governance systems and processes across ELMS services including but not limited
to:
o Reporting
systems;
o Incident
reporting; and
o dealing with complaints
Support
the development and promote necessary policies and procedures and good working practice
to support ELMS commitment to Informational Governance.
To
keep abreast of developing unscheduled care policy and best practice and
support ELMS corporate and service development.
In
partnership with internal and external teams, collaborate on improving the
quality of health care responding to local and national policies and
initiatives as directed.
1.2 IM&T/Clinical Systems
To
oversee:
The
operation of effective IM&T systems in support of ELMS delivery of
unscheduled and scheduled care services; including the work of the IM&T function,
using operational insight to inform the clinical IM&T systems implemented
for ELMS, both in terms of configuration and input.
And support IM&T policies and
procedures relating to clinical systems, including system checking and
maintenance procedures, from an operational perspective, to support the
implementation of effective end user IM&T system use.
Support the management of IM&T budgets,
in conjunction with senior management team colleagues, including the selection
and purchasing of appropriate hardware and software; ensuring software
licensing laws are followed.
1.3 Supplies,
Equipment, Vehicles & Premises
To
be accountable for:
o The non-clinical administration and
maintenance of medicines management supplies, including the safekeeping and
monitoring of drugs medicines and controlled
drugs;
o The administration of clinical and
non-clinical supplies, including office supplies;
o The maintenance of service equipment
and resources including clinical equipment, service specific IM&T, vehicles
etc.
o the safe operation of ELMS vehicles,
buildings and/or premises in the delivery of ELMS services, in accordance with
statutory, regulatory or best practice and company policies and procedures
2. Performance
& Systems Management
To support the performance system providing
analysis of ELMS service delivery and improvement, ensuring effective
recording and reporting of activity within ELMS.
Oversee
and support the provision of routine and ad hoc key performance indicators
information for ELMS corporate needs .To
be accountable for the drawing up and maintenance of operational and policies
and procedures to support effective service delivery, working in conjunction
with ELMS colleagues, as appropriate including input into organizational
policies and procedures.
To be accountable for service performance
including supporting the review of systems, staff and clinical performers to ensure ELMS meets necessary service standards and complies with its
duty of care.
Work collaboratively within ELMS and
with system partners and contribute to the quality
and performance of our services.
Develop effective methods of monitoring
and quality assuring performance across ELMS services.
Implement, review and improve systems
required to deliver overall performance
Identify, develop and deliver service
performance improvement action plans
Share systems knowledge and
understanding within ELMS to enhance the quality of services delivered.
3. Leadership and support for others
Proactive
operational management of the Operations Manager and the Service Supervisors in
their day-to-day management of staff,
Oversee
and be responsible for the people management of the Operations team in conjunction with ELMS HR manager including
sickness absence, conduct and capability, recruitment and retention, including
but not limited to:
o Encouraging reflective practice and shared
learning and good practice with ELMS colleagues, staff and clinicians.
o Overseeing the recruitment, selection
and induction of non-clinical staff.
Support
the recruitment, selection and induction of clinicians, both employed and
sessional.
Support the appraisal and development needs
of clinicians and oversee the appraisal and development needs of non-clinical
staff. .
Work in partnership with ELMS
colleagues and key stakeholders to assist in supporting the wider health care
system.
Professionally
represent the organisation internally and externally as directed by the Chief
Operating Office and Clinical Chair.
4. Communication
Develop
positive and effective working relationships with staff, clinicians, ELMS
Senior Management Team, commissioners, other health care providers and other
key partners.
Liaise
with PCN's, General Practice, other NHS and healthcare providers, Social
Services etc. to ensure high quality patient services are provided by the
Company .
Produce
and present performance information using a variety of methods and communicate
internally and externally.
5. Corporate Responsibility
To
undertake corporate projects in support of ELMS service or corporate
development as directed by and/or in conjunction with the Chief Operations Officer.
Work
as an effective and responsible team member, supporting others and exploring
the mechanisms to develop new ways of working.
Work
with ELMS Senior Management Team to clearly define values, direction and
policies impacting upon care delivery.
To co-ordinate and take responsibility
for chairing meetings and other support meetings relevant to the post, and to
represent ELMS as appropriate.
Attend Executive team meetings as
required contributing to ELMS service development across the unscheduled care
and other work streams.
Provide cover as necessary in the
absence of colleagues.
GENERAL REQUIREMENTS:
WORKING CONDITIONS
Frequent use of VDU equipment
Support contingency arrangements to
support the unscheduled care services, including attendance out of hours where
necessary.
Occasional requirement to travel between different
locations
PERFORMANCE REVIEW
Objectives for the post will be subject of overall
agreement and regular review between the post-holder and the COO and Clinical
Chair.
ACCOUNTABILITY
The post-holder will report to the COO and be
directly accountable to the Clinical Chair and, will observe the principles set
out in the Code of Conduct for NHS Managers.
FINANCIAL
GOVERNANCE
All
staff are responsible for security and good repair of ELMS property, avoiding
loss or damage of property, and being economical and efficient in the use of
ELMS resources.
CONFIDENTIALITY AND COMPLIANCE WITH THE DATA
PROTECTION ACT
The post holder should maintain confidentiality at
all times regarding information about patients, staff and other Health Service
business in accordance with the Data Protection Act 1984 unless sanctioned by
the requirements of the role.
All employees of the ELMS must not, without prior
permission disclose any information regarding patients or staff. The Data Protection Act 2018 also renders an individual liable to prosecution
in the event of unauthorised disclosure of information.
