Job summary

We have an exciting opportunity for an experienced senior analyst with advanced Excel and SQL server skills to conduct a large scale project over the next 24 months working collaboratively with 7 adult Hospices across Sussex.

We have identified key workstreams that are critical to achieving our aims and objectives, with high quality data integral to each.

To effectively assess how best to improve PEoLC across the region, system, place, or neighbourhood, we must use data more effectively. This project is designed to:

  • Consistently use an agreed method of categorising patients according to level and severity of frailty; Phase of Illness; AKPS (aligned with guidance in national currency documentation)
  • Adopt the same approach to assessing, monitoring, scoring and categorising interventions
  • Embed uniform definitions of Core, Specialist and Enhanced services, and use these in reporting outputs and outcomes
  • Establish what constitutes Personalised Care and Support Planning in PEoLC and develop a uniform approach to data entry, collection and reporting
  • Define core elements of the patient pathway that must be built into a costing/pricing model
  • Understand how much historical data is needed to model what good care looks like for our patient cohort(s)
  • Identify population need and quantifiable estimates of reach based on agreed methods
  • Develop a set of KPIs for reporting that are meaningful and achievable
  • Determine optimal methods for assessing impact of care at service level

Main duties of the job

The Head of Data Insight will:

  • Develop robust method for collecting and reporting data to demonstrate impact of hospice services for the population we serve
  • Work effectively with key stakeholders (e.g., Clinical Directors, Finance Directors and Electronic Health Record developer) to ensure data capture and reporting is designed in accordance with optimal care delivery and aligned with best practice
  • Identify, design and develop methods to extract relevant datasets from 7 hospices and analyse according to internal and external reporting requirements in Phase 1, developing further to include other stakeholders across the system and region on phases 2 & 3

Job responsibilities

Role Purpose

Develop robust method for collecting and reporting data to demonstrate impact of hospice services for the population we serve.

Work effectively with key stakeholders (e.g., Clinical Directors, Finance Directors and Electronic Health Record developer) to ensure data capture and reporting is designed in accordance with optimal care delivery and aligned with best practice

Identify, design and develop methods to extract relevant datasets from 7 hospices and analyse according to internal and external reporting requirements in Phase 1, developing further to include other stakeholders across the system and region on phases 2 & 3

Key Responsibilities

  • Work in partnership with the Project Sponsor, clinical directors and data leads across the seven hospices to assimilate data collection and reporting that demonstrates the impact of hospice services for the populations served.
  • Oversee the Data Workstream project, ensuring that the project is planned, managed, and delivered according to agreed timescales.
  • . Coordinate and manage project steering group meetings to drive forward and support effective execution of the project plan and successful achievement of targets.
  • Support the development of governance documents including policies, standard operating procedures and risk assessments to underpin the project.
  • Ensure robust data sharing arrangements are in place to enable effective integrated working between partner organisations and ensure compliance with all confidentiality and governance requirements.
  • Develop realistic budgets for sign off by partner organisations and then monitor expenditure against those budgets. Work with the Accounts team to ensure the appropriate apportioning and invoicing of costs incurred.
  • Proactively identify and escalate any risks to project success to the Project Sponsor in a timely way.
  • Operate effectively, flexibly and proactively to engage with key stakeholders across all partner organisations.
  • Coordinate a programme of communications to update and engage key stakeholders in a timely way
  • Attend and proactively engage in relevant meetings, produce reports and contribute to agenda items as required.
  • Proactively plan for sustainability of projects beyond the fixed term contract.
  • Conduct and oversee the data extraction and manipulation (using SQL, Python or other relevant applications) from all 7 hospices into coherent reports as required by internal and external stakeholders
  • Analyse and interpret data to offer strategic insights to hospice leaders (using Power BI, Excel and other applications as required)
  • Liaise with Electronic Health Record (Systm1) developer (TPP) to develop a universal database across the 7 hospices
  • Under guidance from Clinical Directors, embed the use of Patient Reported Outcome & Experience Measures in appropriate ways to demonstrate impact
  • Work with Finance Directors to inform pricing methodologies for costing hospice service
