Job summary

Surbiton and Chessington PCNs are seeking to recruit an experienced, dynamic and forward-thinking PCN Manager to join our well established management team.

The role encompasses management of 2 PCNs Surbiton Health Centre PCN (3 GP practices, 30856 list size) and Chessington & Surbiton PCN (5 GP practices, 34975 list size), together with our limited company Surbiton & Chessington PCNs Limited.

The post-holder will work closely with the Clinical Director and our Member GP practices, providing day-to-day leadership and management of PCN staff and services, as well as significantly contributing to and influencing the development and implementation of longer term strategy and plans. We anticipate increasing working with partners and others across the wider local health and care system.

This is an exciting opportunity for someone with strong management experience within healthcare, excellent communication skills and innovative ideas to help shape primary care and wider neighbourhood working in line with the NHS 10 Year Health Plan.

The post-holder will be employed by Surbiton & Chessington PCNs Limited

Main duties of the job

Key Responsibilities

  • Work flexibly with the Clinical Director, Boards, core management team, staff and Member practices to support and continually develop fully functioning and compliant Primary Care Networks, which includes our associated PCN Co. limited company
  • Have overall responsibility for the management of the Networks and provide strategic, operational, personnel, financial, digital and other management and governance across the PCNs, working closely with the Clinical Director and the leadership and management teams to achieve success
  • Work to develop the PCNs strategic plans and provide management support to deliver services in line with the PCN Network Contract DES and each PCNs priorities
  • Provide or arrange line management to all PCN employed staff, ensuring all are supported and co-ordinated within the PCN in which they work. This duty includes provision of line management to clinical and non-clinical staff
  • The post holder will also be responsible for all contractual arrangements for staff sub-contracted in to the PCNs, as well as all arrangements to embed those staff into PCN

Governance

  • Ensure the PCN and PCN Co. Boards are able to fulfil their leadership and statutory requirements. Manage PCN Board membership issues and Director / Corporate issues in the PCN Co.
  • Arrange and support the regular programme of Board, Leads, management team and other meetings
  • Be visible and accessible and maintain open channels of communication with Lead GPs, practice managers and others, to ensure Members are fully engaged, informed and able to drive and shape the PCNs direction of travel and activities in support of good service provision and resilient, sustainable local general practice
  • Ensure ICB PCN assurance requirements and reporting are delivered
  • Ensure statutory reporting requirements are delivered
  • Ensure suitable policies and procedures are in place and maintained for PCN activities

PCN Management

  • Work with and support the Clinical Director to develop and deliver the PCNs strategic plans and performance requirements
  • Support the development of strategies to progress the overall development of the PCNs
  • Oversee the management and delivery of the PCN DES requirements, including supporting the PCNs and member practices to formulate project and delivery plans in relation to meeting the DES specification
  • Working with member practices to identify areas of common concern or potential for collaborative working to improve the resilience of general practice
  • Process, monitor, analyse and report on all PCNs financial transactions.
  • Work with external organisations to provide payroll, NHS pensions, accountancy services including annual reporting.
  • Ensure suitable financial systems and processes are in place
  • Be the first point of contact for Practice Managers and commissioners in regards to PCN operations
  • Work closely with Network practices to develop an understanding of their different demographics and population health needs
  • Assist in the co-ordination of various PCN meetings, including setting dates, drawing up agendas, minute taking and communicating decisions and actions to the wider PCN
  • Design innovative services that meet local need and provide project management to support project progress
  • Support in the writing of business cases and bids on behalf of the Networks
  • Seek out examples of good practice and innovation from other areas and present to the PCNs as required
  • Deliver operational work-streams as per local and national requirements, with support from PCN and Practice Managers
  • Understand and manage the Additional Roles Reimbursement Scheme (ARRS) funded roles, maintaining and communicating fair shares arrangements to Practices, working within the PCNs and with Practices on the planning and deployment of these roles. This will be through a mixture of employed staff, some contracted-in from specialist providers and others employed by Practices
  • Implement, monitor and report on PCN contracts and services, including project progression and management of risks
  • Manage and monitor contractual requirements on behalf of the PCN
  • Develop relationships with key partners and stakeholders, exploring opportunities for collaborative and partnership working
  • Liaise with partners in the development and monitoring of integrated services and projects e.g. Proactive Anticipatory Care (PAC) Care Coordinators
  • Co-ordinate resources in order to formulate, mobilise and ensure the ongoing implementation of plans
  • Manage the planning and reporting of services across the PCNs in a cohesive way, ensuring all benefits and efficiencies are identified and realised

Financial Management

  • Lead on the PCNs and PCN Co. finances, including budgeting and monitoring processes to maintain the short and long-term financial management and confidence of the Networks
  • Undertake, manage and monitor all day to day cash transactions to ensure effective management and reporting of income and expenditure; ensure appropriate and timely payments to practices, staff and others as required
  • Prepare and present financial reports, monitoring information and reporting to the PCNs as required
  • Keep track of committed funds and budgets and supporting the development of bids for new money and funding streams as they become available to the PCNs
  • Completing and submitting claims in a timely and comprehensive way; deal with any queries
  • Undertake financial projections for the current and future years to inform in-year and longer term financial planning. Communicate projections, recommend courses of action and gain necessary approval for any actions
  • Work with external accountants on both in-year financial management, including systems and processes, and in their preparation and submission of full year financial accounts and reports

HR Management

  • Provide or arrange line management to PCN employed staff, ensuring they are embedded in both PCNs and Practices, and that they are enabled to enjoy fulfilling and developmental employment
  • Arrange staffing provision from specialist subcontractors and from Practices
  • Ensure the whole is managed and co-ordinated across the PCN practices, governed by a fair-shares model which Practices understand and support
  • Support in the design of rotas for PCN staff
  • Conduct or arrange appraisals and performance management of PCN employed staff
  • Ensure disputes and grievances are understood and seek resolution
  • Oversee or arrange the recruitment processes for new employed PCN staff, from advert to appointment; alternatively work with specialist subcontractors or Practices to ensure new provision meet requirements
  • Undertake or arrange design and creation of job descriptions, person specifications, interview templates and inductions for new PCN staff

Information Management and Technology including Data Management

  • Have arrangements in place to maintain awareness of opportunities from digital technologies for both PCN activities and those of practices; share information, advice, support with practices
  • Ensure suitable digital technologies are available and deployed to support the PCNs activities
  • Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance
  • Manage the PCNs Digital & Transformation Leads
  • Ensure the DCSO role provided by the PCNs for the practices works effectively and economically

Collaborative Working

  • Maintain communications and where appropriate joint working with neighbouring PCNs (especially the others across Kingston) and with Kingston GP Chambers (the GP Federation for Kingston)
  • Contribute to PCNs efforts to build relationships with other local health and social care providers, partners in the local Third Sector, public health colleagues and those at the ICB
  • Seek opportunities for integration of health and care provision esp. between primary, community, hospital and mental health services and local social services

Personal Management
