Job summary

Do you have experience working as a Programme Manager within an education/training environment? We are looking for a Programme Manager (22.5 hours per week) to join Devon Training Hub to lead Primary Care workforce development programmes. This role is a key part of the Training Hub which supports and develops Primary Care staff to support their retention and development within the NHS.

You will join a friendly and vibrant team who operate in an exciting industry, developing Primary Care staff to meet the challenges of providing healthcare in the 21st century.

Main duties of the job

The post holder will be required to have oversight of all Training Hub funded Workforce programmes and manage the delivery of all Workforce Development projects. They will be required to work within the Primary Care Integrated Care System (ICS) Training Hubs Specification and Operational Guidance and ensure progress and achievement against all Key Performance Indicators (KPIs).

The role is to ensure cost effective use of funds, provide expertise and leadership to support the Training Hub team, develop projects and deliver against required objectives and manage effective working relationships.

Devon Training Hub is an organisation responsible for the training, education and development of staff at all levels in Primary Care in Devon. We are a small and friendly team based in Plymouth but with team members based in Devon, Cornwall & Somerset and we offer the ability to work flexibly at the role requires.

The Programme Manager will liaise closely with the Medical Director and Programme Director, ensuring attention to detail in all aspects of their work.

The role of the Programme Manager (Workforce Development) falls into four key areas;

1. To develop and deliver the Training Hubs current and planned programmes of work

Manage projects and ensure there is a clear workplan to deliver service change through collaboration and partnership

Provide comprehensive project management duties, overseeing the delivery of projects and workstreams, ensuring achievement against the Key Performance Indicators (KPIs)

Ensure all programmes and projects are recorded and progress made is always up to date

Have specific responsibility for the delivery of:

o Expanding Learner placement programmes ensuring development and sustainability of quality practice learning environments for learners undertaking studies, apprenticeships, and work-based training

o Developing Workforce Apprentices - ensuring awareness of apprenticeship opportunities, providing information, support and linking with WT&E and the ICS Apprenticeship leads

o Advance Practice and Continuing Professional Development funding or future similar education funding allocations from WT&E programmes

2. Build effective working relationships:

Work with key partners to ensure the successful implementation of the Training Hub ICS workforce strategy and delivery plan

Build effective working relationships with key partners, stakeholders, and colleagues, in particular HEIs and placement providers

3. Ensure effective communications:

Ensure all members of the Training Hub team fully understand the work programmes and are engaged in relevant projects

Report regularly to the Training Hub Executive team and flag areas of concern/slippage so that remedial plans can be put in place

4. Oversight of all funded Workforce programmes and Transformation Programme Funds.

Training and Development

The post-holder will be required to:

Contribute positively to team meetings

Attend regular meetings with WT&E/NHSE and other Training Hubs as required

Undertake other duties that may reasonably be requested in this post

Maintain own professional development and update own evidence-based practice, knowledge and skills
