Job summary
We are looking to recruit an Operational
Manager on a 9-month fixed term contract, working Monday to Friday at our main office in Southport.
The
suitable candidate should have the necessary skills to provide leadership to
the current clinical and administrative team and work with Cheshire and
Merseyside Training Hub on agreed training objectives and reporting mechanisms.
The post holder will also need to have a
sound understanding of the primary care workforce and its educational needs,
including both the development of the existing primary care workforce and
development of training for new roles within primary care.
The post holder will work closely with colleagues
in individual GP practices and with the Primary Care Network (PCN) to analyse current provision, to identify
training needs and to determine the requirement for future roles. They will also develop systems to
monitor effectiveness and will provide strategies for improvement.
The role would suit a highly motivated
and innovative individual with an ability to influence, engage and to
challenge with integrity and credibility. We are looking for a candidate with
excellent organisational and leadership skills who can support the Sefton
Training Hub to achieve its full potential and secure sustainability for the future.

Main duties of the job
Health Education England (HEE), now NHS England, awarded Training Hubs a contract
in April 2022;
to deliver, co-ordinate and lead high level education and training to primary
and community care across the Integrated Care Systems (ICS) footprint. As set out in HEE's Operational Guidance document,
Training Hubs:
- Have a key role in understanding, influencing, supporting, and leading educational interventions around population health needs and health inequalities in their area to address these.

Provide advice on workforce planning and training needs analysis, to
help find which roles best meet the needs of the population. For example,
actively supporting workforce planning by understanding population health needs
and the training needs required to support new care pathways.

Help new staff, appointed through the Additional Roles Reimbursement
Scheme (ARRS) scheme, embed into roles, for example supporting the roll out of
the First Contact Practitioner (FCP) programme.

Facilitate and/or deliver opportunities for Continuing Professional
Development (CPD) programmes, based on scoping CPD requirements across Primary
Care Networks (PCNs)

Provide career support at all stages for all primary care workforce.
- Develop and help to keep staff through retention programmes, for
example mentoring, and preceptorships.

Support practices and PCNs, who are looking to become learning
environments, to increase the number of placements for a variety of trainees
and students.

Southport and Formby Health Ltd is a local GP Federation, that specialises in the
provision of primary care clinical and support services. Our main focus is
supporting primary care services and helping to develop and grow the workforce
of the Primary Care Networks (PCN) we serve. In line with our vision and values,
Southport and Formby Health Ltd holds the NHS contract to provide the Sefton Training Hub.

local primary care providers, Primary Care Networks, other Training Hubs across

The duties and
responsibilities of the Operational Manager are set out, but not limited to the
following:

Work closely with

environments though the core
functions of training hubs by carrying out the following;

development and expansion of capacity of high-quality learning placements at
undergraduate and postgraduate levels, including provision, training, and
development of faculty of multi-professional
educators.
o
Supporting
better understanding of workforce planning needs and their realisation across
the ICS and at primary care network level, across health and social care.
o
Supporting
the development and realisation of educational programmes to develop the
primary/ community care workforce at scale to address identified population
health needs or support service re-design and delivery of integrated care.
o
Further
development and expansion of placement capacity to create innovative and
high-quality clinical placements for all learners to meet the workforce needs
of the place in line with the Long-Term Plan: thus, maximising the effective
use of educational resources across the network.
o
In
addition to the continuation of the role in supporting understanding of
workforce planning, assisting in the co-ordination and realisation of the
health and social care workforce across the ICS system.
o
Support
recruitment of the primary care workforce.
o
Enable,
support, and embed new roles within primary
care.
o Supporting the
retention of the primary care workforce across all key transitions including
promoting primary care as an employment destination to students, through
schools and higher education institutions.
o Enable both
workforce planning intentions and placement co-ordination through the active
management of clinical placement tariffs moving towards place-based tariffs.

organisations to provide effective communication and analysis to enable

Develop standardised policies and procedures.
