To lead and deliver a portfolio of new service developments, transformation initiatives, and improvement projects across the organisation, ensuring projects are delivered on time, within scope, safely, and with measurable impact.
The role provides the organisation with dedicated programme and project management capability, enabling sustainable development and service improvement without overloading operational or clinical leaders.

Main duties of the job
Programme and Project Delivery
Lead multiple service development and transformation projects from initiation to closure
Strengthen organisational capability in programme and project management through coaching, tools, templates and shared ways of working
Define clear scope, outcomes, timelines, and success measures
Develop and maintain structured project and programme plans
Manage milestones, risks, dependencies, and budgets
Align all projects to organisational strategy and growth priorities
Balance transformation activity with operational capacity
Ensure delivery is timely, safe, and measurable
Quality, Safety & Regulatory Assurance
Ensure all projects align with clinical governance frameworks
Embed safeguarding, quality, and risk management into delivery plans
Maintain compliance with information governance and data protection standards
Conduct impact assessments (clinical, operational, workforce, financial)
Work closely with Clinical and Governance leads to ensure safe service launch
Build appropriate assurance checkpoints into programmes
Stakeholder Management & Reporting
Build strong relationships across Adult and CYP operations, Clinical Leads, Digital, Governance, and People teams
Facilitate project groups and structured working sessions
Clarify accountability, roles, and decision-making responsibilities
Escalate risks and issues appropriately and in a timely manner
Produce clear, concise reports for SMT and SLT
Maintain programme dashboards, risk logs, and benefits tracking
Provide senior leaders with confidence and visibility in delivery
Change & Implementation
Translate strategy into practical operational implementation plans
Identify workforce, training, and process impacts
Support leaders to embed new services and ways of working
Drive adoption beyond “go-live” to ensure sustainability
Monitor and track benefits realisation (capacity, quality, efficiency)

This is an exciting opportunity to join Northpoint as our Programme Manager for Service Development and Transformation, leading key change initiatives across a growing organisation.
Reporting to the Assistant Director of Governance, Risk and Assurance, the post-holder will provide dedicated programme and project management capability, enabling sustainable growth and improvement without overloading operational and clinical leaders.

We offer:
- 35 hours per week (parttime considered, 28 hours+)
- £48,340 – £55,600 (based on 35 hours)
- 28 days annual leave (plus bank holidays, pro rata)
- Up to three discretionary Christmas leave days

As Programme Manager for Service Development and Transformation, you will lead a portfolio of service development and transformation projects across the organisation.

- Managing risks, dependencies, milestones and benefits realisation
- Ensuring quality, safeguarding and governance are built into delivery activity
- Working closely with clinical, operational and corporate leaders
- Providing clear reporting and assurance to senior leaders
- The potential to line manage staff as the programme function develops
What are we looking for in our ideal Programme Manager for Service Development and Transformation?
You will bring experience delivering complex projects or programmes in regulated or servicebased environments, with strong planning, stakeholder engagement and communication skills.
Experience in mental health, health, social care or the VCSE sector is desirable but not essential.
