Job Summary:
The post holder will be responsible for overseeing and managing organisational transformations and projects, leading on initiatives aimed at improving processes, implementing new strategies and driving significant change across the organization.
They will work closely with the Senior Management team to identify, develop and support new technology solutions to improve and transform services.
The post holder will be a subject matter expert in EMIS and be able to work with all teams to ensure the patient record system is an integral part of the delivery of high quality, safe and effective care and meets the needs of the service. They will work with teams to capture, identify, analysis, and interpret data and information.
Job Purpose:
Drive delivery of key strategic initiatives and supporting projects
Develop and manage associated delivery plans (for key initiatives and targeted strategic projects/programmes)
Support operational teams with the day-to-day planning and project management needs of key strategic initiatives/projects/sprints (helping teams set up a resilient project ecosystem with set standards)
Identify key milestones, associated outcomes and critical path in plans.
Ensure governance model/principles are actively documented, promoted, and implemented effectively.
Ensure project/programme planning and associated reporting meets prescribed standards, and such reporting is produced accurately and in timely fashion.
Monitoring and assuring the status of projects/programmes on a regular basis and to varying levels of detail according to audience.
Mentor colleagues through the project lifecycle to help achieve successful delivery of project objectives/benefits/outcomes and increase capacity/capability to deliver at pace in a pressured environment.
Represent the transformation function at a senior level, ensuring communications are cascaded in timely fashion and suitably tailored to target audiences.
Support working partnerships with management, operational, clinical staff and others to ensure engagement for company initiatives and projects.
Use influencing and facilitation skills to inspire colleagues to approach work and challenges differently e.g. adopt innovative business processes and establish effective relationships with internal partners.
Utilise analytical skills to develop planning, to ensure the initiatives/projects are given the best chance of remaining on schedule, within budget and deliver successful outcomes.
Support all associated project assurance and governance functions of the organisational service offer
Key Areas/Tasks
Analytical and Judgmental Skills
The analysis and interpretation of complex and multi-faceted information is critical to this role. The post holder will develop key performance indicators and promote an approach of collecting and analysing quantitative data to support service improvement and seeks to determine how to make evidence-based practice work
and whether any changes made were an improvement.
The post holder will identify, analyse, interpret, and compare options for service and workforce development and for changing culture, systems and processes, assessing and reporting progress on redesign projects.
Quality assures information used by assessing whether analyses are robust, investigating data anomalies identified during analyses and instigating corrective action where required.
Apply systematic methodologies for change to deliver efficient change management, benefits realisation, desired results and benefits for patients, staff and the organisation.
Prepare, produce, and provide highly complex and sensitive information reports from the various systems used across the services.
Work with teams in the capture, identification, analysis, and interpretation of data and information.
Use skills of inputting and manipulating information into computer databases and systems.
Planning & Organisational Skills
Proactively work with the Chief Operating Officer to define and implement the goals of the Transformation programme.
Prioritise projects and assignment objectives, plans, methodologies, and targets and apply project management and change management techniques.
The postholder will plan and organise a broad range of complex activities and will formulate and adjust plans as required.
The post holder will plan and implement new ways of working and facilitate partnership working between internal and external organisations to improve patient pathways in line with agreed plans.
Undertake capacity planning as a component of the workforce plan, identifying supply and demand issues.
Use agreed project management methodology to plan and implement project deliverables, ensuring that targets and milestones are met and delivered on time.
Support project and programme team members to develop performance management monitoring systems ensuring long term sustainability of change programmes.
Communication and Relationships Skills
Act as an ambassador for the Transforming Care for the Future programme both internally and externally
Develop and deploy communication strategies appropriate to the level and complexity of change within projects.
Employ expert negotiation and diplomacy skills with all key working relationships in order to communicate highly complex and frequently sensitive or contentious information necessary to achieve the programme goals.
Persuade and influence senior managers and clinicians of the importance of the transformation work.
Maintain high standards in documentation and production of presentation.
Develop and maintain plans, risk controls, dependency controls, toolkits and other project controls for the programme.
Demonstrate programme leadership and expertise both within Procare, across external networks and alliances within the wider health care community.
Lead on specific delegated integrated initiatives, deliverables, and activities.
To be able to process manage specific projects which may involve developing good working relationships with the clinical body and with other stakeholders in the development of care pathways.
Develop robust communications processes for all the projects and effectively communicate the progress of implementations across all key stakeholders.
Plan and facilitate group discussions and workshops, encourage participation collaborative working of stakeholders.
Responsibility for Financial and Physical Resources
Define and agree financial plans for the programmes, projects as appropriate.
Work with project/programme teams and business streams to ensure opportunities are exploited (e.g., quality improvements, cost improvements, service productivity increases)
Proactively manage the resources assigned to the project and escalate any resource issues to the project board and programme lead in a timely manner.
To support the development of innovative business cases for redesign of services with an emphasis on making the best use of technology to improve service delivery, optimise clinical processes and manage patients more efficiently.
Authorise expenses and training courses for the admin and programme support team.
Clinical System
Support the Service Development manager with the electronic record system (EMIS) across adult community services managing, documenting, and overseeing configuration management and making compelling cases at all levels on the importance on electronic patient record as an enable for change
Supports change and uses appropriate change methodologies to ensure a culture that embraces electronic patient records as an integral part of the delivery of high quality, safe and effective care and that meet the needs of the service
Uses excellent communication skills and mechanisms between clinical and non-clinical teams including EMIS developments and system changes, including close working with IT support desk colleagues, IT and IG teams, EMIS and all clinical team members
Prioritise EMIS related issues that may impact on clinical care, patient safety, and clinical risk
Responsible for data quality, reporting quality and key performance indicators related to locality-based teams through producing EMIS front end and back end reports as required by the service, RSFT and ICB
Subject matter expert in relation to the electronic patient record system (EMIS) coding options, capability, and data collection
Responsibility for Information Resources
To provide and receive highly complex information and to present this to groups which include patients and public.
Responsibility for Research and Development
To undertake complex service and workforce reviews and redesign projects as agreed. To establish clear project management processes, documenting the scope, objectives and deliverables using standard methodology.
To develop and manage the project in accordance with agreed targets and milestones and produce a regular progress report highlighting areas of slippage or issues requiring additional support.
