Job summary

To provide strategic leadership with a clinical perspective that supports the organisational development and training & education activities of the Lancashire & South Cumbria Primary Care Training Hub.

Main duties of the job

To provide overall strategic clinical leadership to support and work collaboratively with the strategic lead and the locality training hubs across Lancashire & South Cumbria.

To play a key part in creating links across all primary care sectors including Community Pharmacy, Optometry and Dentistry (POD) sectors within Primary Care. As a clinical leader they will use their experience and expertise to engage, inform and support improvements in training and education for the Primary Care workforce.

To provide clinical and professional leadership to support the core training hub objectives, in the development and delivery of the ambitions of the ICB and NHSE WTE

To deliver this they will actively promote training and education across the health and care system

To support the development of evidence based personal resilience programmes for Health and Wellbeing across the L&SC TH

To flex and adapt the role as required due to the evolving nature and growth of the L&SC PCTH as an organisation

To actively develop and promote collaborative multidisciplinary Clinical and Professional Care leadership and engagement across L&SC Training Hub

To ensure linkages at all levels and across all organisations/sectors, between the L&SC Training Hub and local Clinicians and Care Professionals

To feed a clinically informed view into broader partnership work including the Pharmacy, Optometry and Dentistry sectors within the four pillars of Primary Care

About us

The Lancashire and South Cumbria Primary Care Training Hub (L&SC PCTH) has been developed to drive the NHSE deliverables outlined in both the Common Operational Guidance and Quality Framework. The primary functions of the L&SC PCTH are to:

Develop and expand placement capacity

Ensure workforce planning is in place

Increase recruitment to Primary Care

Recruit and embed new roles

Retain the workforce within Primary Care

Offer placement-based tariffs

Educational and workforce development opportunities will be provided across the Primary Care workforce which will include:

Principle Duties

To work closely with the Strategic Lead of L&SC PCTH and the Quality Assurance and Governance Lead in;

Leading the clinical quality and the clinical governance strategy agenda for the L&SC PCTH

Oversight and development of appropriate evidence based clinical education programmes that can be delivered through and by the L&SC PCTH

Ensuring clinical quality of all TH activities (not just audit) are delivered in a fair, equitable way and are of high quality

Ensure a clinical perspective is embedded within all short, medium and long strategic plans and developments within the L&SC PCTH.

Positively engage with external agencies and act as advocate for the Training Hub

Actively look for potential opportunities with key contacts to address workforce training needs and improve overall service delivery and performance

Work with clinical programme leads and clinical care leads (such as the ICB quality lead, Nursing and AHP leads) as well as programme system leads, when necessary, to support delivery of training and education in Lancashire and South Cumbria

To provide expertise and leadership working in alignment with strategic lead

Engaging with partner organisations and staff providing enabling support, leadership and assistance as required for training and education

Connect and build trust with colleagues across traditional boundaries - developing strong networks and relationships that work in service of patients over organisations, places or professional groups

Make sound operational and clinical judgements that ensure safe and effective service provision in relation to the delivery of training & education

Listen with compassion to the needs, hopes and challenges of those they work with and serve

Support practices, PCNs and INTs to gather and assess all appropriate and available training and education information to gain an accurate understanding of the opportunities available for staff

Service delivery and outcomes

Ensure that the training hub services meets all relevant clinical educational and training quality standards, specifically CQC, ICB and all relevant NICE guidelines

Support the effective and efficient deployment of resources to achieve agreed outcomes and targets

Work as a team member developing and maintaining effective working relationships

Keep up to date with relevant policies and procedures

Contribute to all reporting requirements provided by the L&SC PCTH
