Job summary

The successful candidate will be an experienced manager and have a natural curiosity in processes and people. This role is ideal for someone who is an experienced people and small business manager.

This is a key role within the team, and it is essential that you demonstrate good leadership and management qualities, with the ability to achieve goals and targets using a combination of personal involvement, motivation of other staff and delegation when appropriate.

The successful candidate will have strong leadership skills and strategic planning skills. Knowledge of finances and budgets is important although bookkeeping and accounting are carried out by the federation. Human resources (HR), IT and patient services experience are essential, as is experience of managing a multidisciplinary team. The ideal candidate is an excellent team player and motivator to work collaboratively with the practice and wider PCN team.

We are open to change and looking to develop future systems that support excellent patient care and staff wellbeing. Previous primary care management experience is not essential for this role, but you will need to demonstrate transferable knowledge and skills.

The candidate needs to ensure they keep themselves fully informed of local and national proposals and initiatives, and in turn translate that into proposed changes to the partners.

About us

This is an innovative and friendly practice which was originally a walk-in clinic and now a general practice running an APMS contract. This practice is part of Ephedra Healthcare Ltd who is the employer for this salary led GP practice. Ephedra Healthcare was founded in 2009 providing a range of primary medical services in the local area.

The practice is part of Welwyn Garden City Primary Care Network (PCN) within the Hertfordshire and West Sussex Integrated Care System (ICS).

The practice population is of mixed ethnic background and national data indicates that the area is one of lower deprivation. There is a lower-than-average older population and a higher younger population.

The most recent CQC inspection rating was Good and patient satisfaction scores are higher than local and national averages in the 2023 independent survey.

Spring House Medical Centre has evolved over the years from an initial walk-in centre, now to a traditional GP practice delivering primary medical services. The GPs and all other team members are salaried and employed by Ephedra Healthcare Ltd, many of which have been at the practice for 7-10 years.

The rest of the team is stable with most of the team being in post for several years.

Job responsibilities

Finance

Working with the Ephedra Business Manager to take strategic responsibility for the financial success of the practice which includes:

Ensuring organisational requirements of the practice contracts are fully met and complied with

Development and implementation of processes to achieve clinical targets services

Liaising with the commissioners and payment agencies regarding queries with payments relating to the contract

Contributing to profit improvement by exploring areas for increasing income and reducing costs

Analysing data relating to commissioning as appropriate and contribute to planning and organisation both at practice and place level ensuring that supplier contracts deliver the best value for the practice

Strategic Planning

Work with the lead GP and Ephedra Business Manager to:

Keep abreast of current affairs and identify potential opportunities and threats

Actively promote and develop areas of the practice premises to create additional income and added patient services

Implement, maintain, and update a practice development plan, oversee the implementation of the aims and objectives

Assist the practice in the wider community and assist with forging links with other local practices and relevant agencies and in particular working collaboratively with the PCN

Represent the practice at PCN meetings

Make recommendations to the clinical lead for practice development regarding potential sources of income and enhanced patient and community services

Human Resources

Oversee the recruitment and selection of staff, including contracts of employment and job descriptions

  • Utilise support from external agencies to ensure employment law compliance for the disciplinary and dismissal process and after discussion with the Directors, take any legal advice necessary

Knowledge of current employment legislation

Good employee/employer relationships

Ensure that members of the existing staff team are aware of any changes that occur in the practice

Maintain good communication at all times with the practice team

Oversee rotas which allow good staff cover at all times as well as giving the flexibility required at short notice to cover for illness, etc.

Implement pay rises/scales and increments at the appropriate time

Responsibility for appropriate paperwork for doctors/staff DBS (Disclosure and Barring Service) checks and all relevant registrations are kept up to date

Ensure that suitable facilities are available to enable all staff to work within the practice

Responsibility for the health and safety policy and its implementation as well as regular audit work to ensure compliance.

Facilitate the development of a multi-disciplinary effective primary health care team

Ensure appropriate support and organised induction plans for recently appointed staff members

Encourage personal staff development and motivation and ensure mandatory training for all staff is up to date.

Ensure there is on-call cover for weekends in Enhanced Access

Complete and manage the appraisal process for all staff including PCN staff and ARRS roles

Information Technology

Ensure the update of appropriate information governance systems

Work with IT support to ensure all practice IT and telephone systems are functioning effectively

Explore opportunities to further develop the practice and ensure initiatives already adopted are maintained

Ensure the DSP toolkit requirements are met

Patient Services

Ensure that the practice complies with contractual obligations in relation to patient care

Maintain registration policies and monitor patient turnover and capitation

Oversee and manage effective appointment systems

Routinely monitor and assess practice performance against patient access and demand targets

Oversee the complaints management system

Manage the significant events system

Liaise with patient groups and encourage development of the PPG

Premises and Equipment

Represent the practice to negotiate leasing contracts and their renewals

Liaise with commissioners in rent reviews

Ensure the premises are safe and compliant with relevant regulations

Care Quality Commission

Become the Registered Manager for service delivery

Responsibility for maintenance and compliance with CQC regulations

Communication

Ensure compliance with the latest ICB recommendations

Understand and maintain the practice communication systems

Build/maintain good working relationships with the ICBs, hospitals, community agencies, LMC (Local Medical Committee), other GP practices, pharmacists, community, education bodies, voluntary and private organisations as well as the PCN and Ephedra Healthcare Ltd
