Job summary

An exciting opportunity has arisen for the new role of Business Manager at Desborough & Hazelmere Surgeries. The role is needed for strategic overview and planning and support for the partners and the current management team.This is a part time role with the opportunity to work flexibly.

The partners are looking for an exceptional leader with strong business management skills, particularly in strategic management, managing staff, human resources (HR), project management, public relations, financial planning and budgeting.

The successful candidate will need to be able to work collaboratively with the partners, as a group and individually, to develop and implement strategies.

We are looking for a confident and resilient individual with excellent communication skills. It is essential that the new manager can ensure that the practice continues to run smoothly, working closely with the Primary Care Network (PCN) and exploring opportunities for collaborative working.

Individual should be adaptable and able to understand and respond to the diverse and dynamic nature of the role, being able to balance the needs of the practice with the ever-changing challenges of providing healthcare.

Previous primary care management experience is not essential for this role; however, individuals without previous primary care experience will have to demonstrate transferable knowledge and skills.

Main duties of the job

The focus of the role is strategic planning and future proofing, which will include overseeing the management of the practice, optimising efficiency, and financial performance. Ensuring the practice achieves its long-term strategic objectives in a safe and effective working environment.

Through innovative ways of working, and along with the Management Team promote, continuous improvement, confidentiality, service delivery, learning and development, profitability and ensure the practice complies with all statutory (including CQC) regulations. Also explore all opportunities for collaborative working including engagement with the PCN and ICB.

About us

Desborough & Hazlemere Surgeries are well-established practices serving 14,000 patients across two sites in High Wycombe, a large, diverse town in Buckinghamshire.

You will become a key part of the team, consisting of 7 GPs (including 2 Partners), experienced and organised Nurses/Health Care Assistants, management and administrative teams as well as our wider Primary Care Network team including pharmacists, paramedics and social prescribers.

There is a friendly atmosphere established at both our sites, a long with a 'can do' work ethic. There is a loyal and well established team in place, with a very low staff turnover rate.

All staff are invited to have an input into the development and smooth running of the Practice.

Primary responsibilities

The following are the core responsibilities of the Business Manager. There may be, on occasion, a requirement to carry out other tasks. This will depend on factors such as workload and staffing levels.

The Business Manager is responsible for:

  • Direct line management of the Management Team:

IT and Data Manager

Reception Manager

  • Reviewing staffing levels in line with the practice joint working policy where required
  • Oversee the financial elements of the practice, including budgets, bank accounts, petty cash, payroll, payments, and receipts. This also includes Primary Care Network (PCN) income and expenditure, ensuring financial and contractual scrutiny is given on all transactions and activity
  • Ensuring the practice explores all opportunities to maximise income and reduce expenditure in collaboration with the partners and implementing these opportunities where appropriate which may include streamlining processes over both sites
  • Briefing partners, when required, on all financial and strategic matters, including forecasting and future sustainability
  • PCN working with the practices clinical lead/director and PCN Manager to ensure that the practice team are kept up to date on PCN activities, future and recruitment opportunities. Attend PCN meetings and briefing the partnership when required
  • The practice lead for the development of the practice buildings, ensuring they are fit for purpose and in line with NHS estates policy and they are utilised effectively for delivering clinical care and support functions. Supporting the management of the estates and facilities, including health and safety aspects such as risk assessments and mandatory training
  • Leading and coordinating all projects within the practice, including 6-month review plan (this could include developing the PCN, the further development of the practice, planning, risk-assessing and staffing reviews)
  • Coordinating the compilation and review of practice reports, including the practice development plan (PDP), business development plan, and business continuity plan. Exploring examples of good practice to influence the planning of the practices priorities which may include writing business cases and service level agreements
  • Ensuring ongoing practice CQC compliance. Managing the process by which the practice maintains registration under the CQC. Working with the team and partners in preparation for CQC inspections
  • Ensuring the practice maintains compliance with its NHS contractual obligations
  • Provide support to the partners and the partnership to ensure excellent team-working over both sites and a sound legal framework, including the recruitment of new partners, organisation of awaydays, and planning meetings.
  • Chair and oversee effective business meetings. Also ensure the practice has effective practice, departmental and clinical meetings etc with clear agendas, minutes, and action plans

Secondary responsibilities

In addition to the primary responsibilities, the Business Manager may be requested to:

  • Deputise for the Partners at internal and external meetings
  • Act as the primary point of contact for NHS(E), ICB, community services, suppliers and other external stakeholders
  • Partake in audit as requested by the audit lead

Personal development

The post holder will be expected to:

  • Manage their own time effectively, and plan and meet personal and practice targets
  • Manage their own personal development through reflection and feedback from Partners and colleagues
  • Ensure that personal training needs are identified and met

Other terms

Probationary period

There will be a six-month period of mutual assessment, during which time the period of notice will be one month for both the surgery and the candidate.

Notice period

Once the probationary period has been completed, there will be a three-month period of notice on either side to terminate the employment.

Annual leave and Continued Professional Development

Annual leave entitlement will be five weeks plus statutory public holidays pro rata for part time working. Time off to attend relevant training courses and updates will be approved in advance with the agreement of the partners.

Hours of work

This is a senior salaried role. This is a part time role for *24/32 hrs per week, (opportunities to work three/four days per week are available, specific days/working pattern to be agreed by the partners, prior to starting), although the post holder is expected to work flexibly to fulfil the duties of the role.

Pension scheme

Entrance into the NHS Pension Scheme is automatic unless the post holder selects to opt out of the scheme. This is a contributory scheme by both employee and employer. There is no alternative scheme available, unless you have retired from the NHS Pension Scheme, in which case you can join an alternative provider.

Salary

The salary, depending on skills and experience, will be in the region of £45,000 - £50,000 (FTE pro rata) per annum.
