Job summary
North Devon Coastal PCN (covering Caen Medical Centre, Combe Coastal Practice and South Molton Medical Centre) is seeking a highly organised and proactive Governance & Quality Co-ordinator to join our network on a 12-month fixed-term contract. This is a senior administrative role supporting governance, quality monitoring and data protection processes across our member practices at Caen Medical Centre, South Molton Medical Centre and Combe Coastal Practice.
This is an excellent opportunity for an experienced administrator who thrives on structure, documentation and coordination. The role plays a vital part in ensuring our practices are supported to meet their statutory and contractual requirements by keeping governance systems organised, up to date and running smoothly.
The role is for 25-30 hours per week, working patterns and hours to be discussed at interview.
Main duties of the job
About the Role
As PCN Governance & Quality Co-ordinator, you will act as the central coordination point for governance documentation, quality reporting and compliance tracking across the network. While formal accountability for data protection, risk management and regulatory compliance remains with individual practices and designated leads, you will ensure the administrative foundations that support these responsibilities are robust and reliable.
You will:

Maintain and organise governance documentation, including version control and review schedules

Draft and update key data governance documents such as DPIAs and Records of Processing Activities (for review and approval by practice leads)

Support practices in maintaining and updating risk registers

Coordinate governance calendars, audits and reporting cycles

This role requires strong attention to detail, discretion and the ability to work confidently across multiple practices, building effective relationships with Practice Managers, PCN leadership and wider teams.

1. Role Summary
The PCN Governance and Quality Co-ordinator is a senior administrative role responsible for coordinating, documenting and supporting governance, data protection and quality processes across the Primary Care Network (PCN).
The postholder will not hold formal governance accountability. Accountability for data protection, risk management and regulatory compliance remains with individual practices, GP Partners and designated Data Protection Officers (DPOs).
The role focuses on ensuring documentation is in place, up to date and organised, and that practices are supported to meet their statutory and contractual requirements.
2. Main Responsibilities & Duties
1. Data Governance Administration & Coordination
- Maintain an up-to-date understanding of data governance documentation required within primary care settings.
- Draft Data Protection Impact Assessments (DPIAs) for review and approval by the appropriate practice leads and/or DPO.
- Maintain and update Records of Processing Activities (ROPAs) as directed by practices.
- Support practices in identifying when new or updated DPIAs may be required (e.g., new services, digital tools, data sharing).
- Maintain version control and document storage systems for governance records.
- Track review dates and prompt practices when documentation requires updating.
- Liaise with practice managers and DPOs to ensure documentation reflects agreed processes.
2. Risk Register Support
- Support practices in maintaining their practice risk registers.
- Assist with formatting, updating and recording risk entries as provided by practice leads.
- Coordinate periodic risk review meetings and document outcomes.
- Track mitigation actions and update registers as instructed.
- Ensure consistency of risk scoring formats across practices (where agreed).
- Escalate administrative delays or documentation gaps to the PCN Manager where appropriate.
3. Quality Monitoring & Reporting
The postholder will support the coordination, collation and presentation of agreed quality metrics, such as:
Patient Experience
- NHS Friends and Family Test (FFT) results
- GP Patient Survey results
- Local patient survey findings
- Complaints and compliments logs (trend summaries)
Operational & Governance Indicators
- DNA (Did Not Attend) rates
- Appointment access metrics (as provided by practices)
- Mandatory training compliance rates
- Engagement & Utilisation rates across practices
Responsibilities include:
- Collating data provided by practices.
- Producing summary reports or simple dashboards for PCN meetings.
- Highlighting trends for discussion (without interpreting clinical risk).
- Maintaining a schedule of reporting cycles.
4. Governance Systems & Documentation
- Maintain a central governance calendar (policy review dates, audit schedules, DPIA review dates, risk reviews).
- Ensure documentation is clearly organised and accessible to authorised staff.
- Support preparation of governance documentation for inspections (e.g. CQC) as directed by practices.
