Job summary
The PCN Strategic Manager has operational responsibility for
various functions of the PCN. They are responsible for the delivery and
monitoring of projects and services committed to, or commissioned by, the PCN.
They also provide an oversight of the financial management, resourcing and
regulatory compliance of the work of the PCN and provide strategic advice in
order to take the PCN forward.
As a member of the management team within the PCN, you will
support colleagues in the PCNs practices with change management
programmes. Reporting to the Clinical
Director, the successful candidate will work with the PCN Board to implement
the PCN objectives, managing high quality projects, liaising with partner
organisations and overseeing the governance and administration of the PCN.

Main duties of the job
The Strategic Manager will provide leadership across the PCN and focus on the following key responsibilities-
Strategy and Leadership - operational leadership to PCN staff and board including line management
PCN Workforce - leading the team and developing future workforce plans
Governance - ensure good governance of the PCN both a clinical and corporate perspective
Communication and Relationships - develop robust communication across PCN staff, PCN practices and external organisations
Finance - oversee the daily management of PCN finances to ensure best value for money for NHS resources and financial balance
Project management - support project management across the PCN to deliver workstreams
IM&T - ensure appropriate IT is deployed to support PCN staff

North Cornwall Coast Primary Care Network is a progressive, successful network of the three North Cornwall Coast GP practices covering 21,000 patients. Building on established links with Cornwall ICS/A and partner organisations, we are developing an ambitious joint plan to the improve health and well-being for our patients.
The PCN covers Port Isaac Surgery, Bottreaux Surgery and Wadebridge & Camel Estuary Medical Practice across this beautiful rural geography.

Strategy and Leadership
- Provide operational leadership to PCN staff including line management and annual appraisal.
- Represent the PCN within the ICS/A and partner organisations when required.
- Lead the practice managers meeting forum.
- Ensure that actions arising from meetings are completed.
- Develop and implement the PCN business plan to ensure delivery of the PCN strategy.
PCN Workforce
- Conduct needs analysis for PCN employed staff in line with funding and contractual requirements, review as directed
- Horizon scanning for future roles, funding and training
- Funding – ensure maximum obtained from variety of budgets as suits PCN needs
- Review alternative options to employment – e.g. service delivery by 3rd party
- Defining job roles based on PCN needs
- Writing job specifications
- Advertising/responding to queries and overseeing shortlisting
- Managing/running interview process
- Creating recruitment contract
- Writing/standardising PCN staff policies
- Line managing PCN staff members
- Responsibility for training/CPD/progression
- Appraisals, work performance
Governance
- Manage and ensure good governance of PCN meetings.
- Review, manage and report on contracts held by the PCN.
- Ensure good governance of the PCN Board.
- Manage a register of conflicts of interest for PCN Board members and staff.

Communication and Relationships

- Oversee the daily management of PCN finances
- Provide a monthly report to the PCN board
- Develop and implement a financial plan
- Provide oversight of accounts including making payments and claims
- Oversee the PCN monies, maximising potential and maintaining clear, auditable records
Project management
- Maintain awareness of opportunities for PCN development including pilot projects for the PCN.
- Produce business and project plans to develop services for local people.
- Take responsibility for delivery of PCN projects.
IM&T
- Review and report on local and national PCN indicators.
- Ensure appropriate IT is deployed to support PCN staff
Quality
- Ensure achievement of PCN objectives and clinical targets

- Provide secretarial support to North Cornwall Coast Ltd as the PCN wide company
- Ensure the Articles of Association are updated in line with the North Cornwall Coast PCN Network Agreement
- Record minutes of meetings in line with the Articles of Association
- Produce any returns in relation to North Cornwall Coast Ltd
- Liaise with solicitors as requested in relation to North Cornwall Coast Ltd
