PURPOSE
OF THE ROLE:
Middleton
PCN has an exciting opportunity for an experienced and driven
individual to join our organisation to support our local primary care
networks and take on the role of Business Support Manager for
delivering the Locally Commissioned Services contract,locally
known as the Core+ contract
The
post holder will be a key member of the team, and the role will
include supporting our member practices to deliver the strategic and
operational aims of the LCS contract as well as assisting with DES
and core contracts.
The
post-holder will be expected to develop and establish strong
collaborative relationships with practices and all stakeholders.
Internally these include, practice members of the PCN, PCN ARRS and
Care Home team and, externally, the Integrated Commissioning Board, and most importantly, the PCN patients.
As
the role of Primary Care Networks, within the NHS, develops it is
envisaged that the demands and requirements of the post will increase
over time.
The
job description and person specification are an outline of the tasks,
responsibilities and outcomes required of the role. The job holder
will carry out any other duties as may reasonably be required by the
CORE+ lead. The following areas of responsibility are an indication
of the role but could be subject to change as the impact of primary
care commissioning emerges.
Job
Summary
To
play a pivotal role in the delivery of high-quality primary health
care within the Primary Care Network.
Support
the PCN CORE+ lead and the member practices to ensure the smooth
running of the delivery of LSC, DES and core contracts.
To
support the day-to-day management of the LSC contract.
To
support the production of performance and quality reports within the
LSC and other Network initiatives, liaising with other stakeholders
as required.
Regular
meetings and keeping practice managers updated with progress reports
on LSC contract and other projects.
Key
Responsibilities and Duties:
First
point of contact for PCN Practice Managers regarding delivery of the
LSC contract.
Co-ordinate
the delivery of enhanced services and other service submissions on
behalf of the PCN board.
Management
and administrative support of monthly meetings, including organising
and taking minutes in relation to LSC contract.
Provide
project management support for new and existing LSC tasks.
Finance:
To
monitor and check the accuracy of submissions for LCS on behalf of
the PCN and ensure that all claims are submitted on a monthly and
quarterly basis and payment made and received.
Liaise
with the RRMC Finance team to monitor LSC expenditure and identifying
significant deviations from plan.
Organisational:
To
oversee the administration of the LSC contract and assist in other
PCN projects.
Support
the CORE+ lead to develop strategic and operational planning
processes to support the PCNs objectives.
Support
CORE+ lead with writing business and development plans as required.
IM&T
Ensure
PCNs compliance with the GDPR and FOI along with other relevant
legislation and professional information management standards such as
GMC/BMA and LMC guidance.
Welfare:
Organise
PCN events.
Working
Relationships: to work as a flexible member of the PCN, providing
support to other team members when necessary.
To
take an active role in the development and embedding of PCNs
culture, values, and reputation as providers of high-quality
services.
Encourage
supporting staff to collaborate through sharing information and
intelligence across different activities.
Required
Expertise:
The
role demands a strong understanding of:
General
Practice-Familiarity with the operational aspects and challenges
faced by general practices is essential.
Knowledge
of commissioning processes and relationships with commissioners will
be vital for effective negotiations and contract management.
A
comprehensive understanding of the LSC initiatives and its
objectives will enable the Manager to effectively lead and support
practices. Training can be provided for this if needed.
Ideally
knowledge of curator and EMIS. Again, training can be provided for this.
