PCN Development Officer

Job summary

The main responsibilities of the PCN Development Officer are to provide high quality administrative support to ensure the smooth and effective running of the PCN programmes of work. To support the PCN Manager in the effective management of the PCN, which will involve working closely with all members of the PCN team, including the Clinical Director, PCN Manager and the member practices.

The post-holder will work across all aspects of the PCN and provide support where necessary.

This post is a 12 month fixed term maternity cover.

Main duties of the job

  • Co-ordinate all returns / templates and all other statutory and mandatory requirements of the PCN, for example Care Quality Commission inspection preparation
  • Undertake elements of project delivery including providing project updates reporting of KPIs and evaluation
  • The postholder will be expected to collate the necessary information to demonstrate all aspects of the PCN DES are being met
  • The postholder will provide an overarching contact and knowledge point, including finance information, for all held PCN contracts for example the Physiotherapy Contract and Extended Access Contract
  • The PCN Development officer will be asked to deputise for the PCN on occasions where it is in keeping with their experience level
  • Stakeholder management including member practices, ICB colleagues etc
  • Providing support to the PCN for other pieces of work when required
  • To support the management of the Enhanced Access appointment systems and appointment capacity is available
  • Provide administrative support to the PCN with process and systems dealing with Human Resources, Compliance and Finance
  • Be proactive to assist with management of robust projects design, implement and deliver required services to improve patient care across the PCN
  • Support the identification and bidding of funding opportunities for the PCN, project managing the successful bid implementation

About us

The Lytham St Annes Primary Care Network is a collaboration of 5 GP Practices, serving a combined population of approximately 53,000 patients.

We have worked closely as Practices for many years through neighbourhood groups, and further to development of our PCN progressed to setting up as a Ltd company for which we were incorporated from April 2020.

A proactive PCN, we consistently strive to meet all requirements as set under the NHS long term plan and specifications for the PCN DES, both nationally and locally. Recognising and utilising all resources, funding streams and opportunities - we have made some significant steps in recruitment and service development to a variety of allied healthcare roles and have seen positive impacts through our Prescribing, Social Prescribing, Wellbeing team, Physicians Associate and developing our Care Home Team. First contact MSK practitioners are now integrated into practices.

We have planned further investment into other areas including further care home team development, paramedics, and mental health practitioners in the future, alongside supporting trainee development programmes. We plan to embrace the opportunities that the new ARRS roles will offer including digital leadership. We will be working towards developing our integrated neighbourhood team.

Standards, process, procedure, governance, risk and compliance

  • Recognise risks and issues that may impact the wider PCN / Primary Care servicesand escalate using appropriate channels
  • Produce regular reports on metrics that measure PCN performance
  • Coordinate small projects including the production of documentation, progress updates and evaluation seeking support from Digital and Transformation Lead and PCN Manager when necessary.
  • Conduct contractual reviews with stakeholders and suppliers at appropriate points throughout the contractual year
  • Support effective management of the PCN meetings, including accurate recording of actions

Management of Financial Resources

  • Supporting the PCN manager to ensure the PCN Payroll is managed and the relevant information is shared with the PCN payroll provider in the management of all payroll functions for the PCN employed staff including payment of staff salaries, tax, NI, management of NHS pension scheme
  • Creation of invoices for services / claims / funding awarded to the PCN
  • Support the PCN Manager in ensuring there is accurate financial record keeping, monthly bank reconciliations, working closely with the PCN accountants.

Human Resources & Staff Management

  • Maintain HR and Training Policies
  • Assist the PCN Manager with the effective recruitment, selection, induction and retention of staff
  • Support the PCN Manager to ensure the PCN has clear and up to date contracts of employment, employment policies and procedures
  • Support the PCN manager to ensure processes are in place to ensure staff have regular reviews and appraisals
  • Ensure personnel and attendance records are kept up to date
  • Apply effective absence management process for the team and accurate record keeping of any absence management documentation

Monitoring and reporting

  • Collate and present progress against performance indicators to agreed schedules and timescales
  • Prepare PCN documentation and create reports for a variety of audiences, tailoring the content to the audiences and the message

Primary Care Network and Communications

  • Use effective communication to effectively achieve your goals.
  • Develop and maintain collaborative close working relationships with the Practice Managers, and wider practice teams

Information Technology

  • Work closely with the Practice Managers and their teams to ensure that PCN documentation and other important documentation is maintained on Microsoft Teams
  • Develop skills and knowledge in the range of software utilised in the organisation including EMIS, Ardens Manager, Bluestream and Bright HR
  • Ensure team member have access to the required IT to enable them to successfully perform in their job roles
  • Embrace the opportunity offered by recent ARRS development into digital support for the PCN
