Job summary

West Leeds Family Practice are seeking a Business Manager for 16 hours per week.

In summary, the Business Manager will have presence, they will have the ability to connect authentically, build confidence in others and inspire and motivate people into action.

The Business Manager will be responsible for ensuring the practice achieves its core contractual requirements, its legal requirements, optimising practice systems and processes to deliver a safe and effective service and for optimising efficiency and financial performance resulting in achievement of its long-term strategic objectives within a profitable, efficient, safe and effective working environment.

Through innovative ways of working, the Business Manager will drive to achieve NHS targets and changes supporting the Practice Manager and GP Partners in promoting equality, diversity and inclusion, safe health environment, quality and continuous development, confidentiality, collaborative working, service delivery, learning and development and ensure the practice complies with CQC regulations

Main duties of the job

TheBusinessManagerwill be required to:-

-Provide leadership, direction, coaching, support and influence to thepracticeteam

-Oversee the day-to-day operations of thepractice, ensuring staff achieve their primary responsibilities

-Deputise/provide full cover for thePracticeManager/Management in their absence

- Manage and coordinate all aspects of thebusinessfinances; an example, but not limited to:-

o Ensure that effective financial controls are in place and processes are adhered to

o Accurately monitor cash flow, forecast and predict workflow corresponding to income

o Review all income and expenditure statements, identifying any inaccuracies and rectifying such issues

o Seek to maximise income and reduce expenditure in conjunction with the GP Partners andPracticeManager

o Manage the staff budget

o Manage and oversee the pension scheme, retaining accurate records

o Manage the partners drawings

o Manage thepracticebank account in conjunction with the GP Partners

o Understand and brief the GP Partners on the financial implications of contract and legislation changes affecting the organisation

o Act as the primary point of contact for finance-related matters with

o NHSE, the ICB, PCN and thepracticeaccountant

o Brief the GP Partners on all financial matters, including forecasting

o Maintain an effective liaison with thepracticeaccountant

We have 20,000 patients and a large team of GP's Nurses HCA and administration.

We are a Training Practice for both GP Registrars and Leeds University Medical Students.

We have the following in house services for our patients:

1. Family planning service providers for both Implants and Coil devices

2. Minor surgery including joint injections

3. Paramedic home visiting team support

4. Pharmacy Team including PCN Pharmacist support

5. Social Prescribers and Occupational Therapists

6. Physio First service

7. Ultrasound scanning

8. Community Matron support and Frailty Nurse support

Job responsibilities

The Business Manager will be required to:-

-Provide leadership, direction, coaching, support and influence to the practice team

-Oversee the day-to-day operations of thepractice, ensuring staff achieve their primary responsibilities

-Deputise/provide full cover for the Practice Manager/Management in their absence

- Manage and coordinate all aspects of the business finances; an example, but not limited to:-

o Accurately monitor cash flow, forecast and predict workflow corresponding to income

o Manage Debtors and Creditors

o Review all income and expenditure statements, identifying any inaccuracies and rectifying such issues

o Seek to maximise income and reduce expenditure in conjunction with the GP Partners and Practice Manager

o Ensure invoices are paid within the given time frame

o Manage the staff budget

o Manage and oversee the pension scheme, retaining accurate records

o Manage the partners drawings

o Provide, on a monthly basis, staff pay information to the payroll department

o Review and authorise, when accurate, for payment, staff monthly pay

o Manage the practice bank account in conjunction with the GP Partners

o Understand and brief the GP Partners on the financial implications of contract and legislation changes affecting the organisation

o Maintain an effective working relationship with the ICB, ensuring the organisation receives a proportionate and equitable allocation of resources

o Act as the primary point of contact for finance-related matters with

o NHSE, the ICB, PCN and the practice accountant

o Brief the GP Partners on all financial matters, including forecasting

o Present quarterly management figures to the GP Partners

o Maintain an effective liaison with the practice accountant

Maintain, with the Practice Manager, oversight of NHS and CQC developments and legislative changes, advising GP Partners on their impact on the practice

-Attend partners meetings and, in conjunction with the Practice Manager, prepare agendas and ensure distribution of minutes to the partners.

-Organise, manage and chair, in conjunction with the Practice Manager, off-site business meetings with the GP Partners

-To ensure, in conjunction with the Practice Manager, all actions from practice meetings are carried out

-In conjunction with the Practice Manager, manage the procurement of practice equipment, medical and non-medical supplies and services within budget

-Oversee overall management of CQC compliance and records for inspections

-Ensure effective internal and external communications across a range of media

-Keep abreast of current affairs and identify potential opportunities and threats.

-Contribute to practice strategy; formulate objectives and develop ideas for future practice development

-In conjunction with the Practice Manager to project manage new and developing service change within the practice and PCN

-Represent the practice in discussions and negotiations with commissioners and the development of new services in the local area

- Keep abreast of changes in employment legislation and ensure practice adherence

- Ensure the practice complies with NHS contractual obligations in relation to patient care

- Oversee/ensure current Health & Safety legislation is being adhered to, including water management

-Oversee appropriate regular maintenance of practice equipment

-Monitor and oversee use of practice locums

- Oversee management of building and facilities

- Oversee quality management and continuous improvement in the practice

- Oversee management of the practice website and intranet

- Update accordingly, in line with the GP Partners instructions, the Practice Business Plan

-In conjunction with the GP Partners, ensure the Partnership Agreement is updated regularly, via the practice solicitor, and adhered to

- Maintain a good understanding of all contract and service specifications

- In conjunction with the Practice Manager and GP Partners, review and renew service provider contracts

- Oversee continuous improvement and quality initiatives within the practice

- Oversee, and at times manage, the recruitment and retention of staff; in conjunction with the Practice Manager and GP Partners, to develop, implement and embed an effective succession plan

- Oversee an effective staff appraisal process

-Oversee effective systems for the resolution of disciplinary and grievance issues

- Oversee maintaining an effective overview of, and ensuring, compliance with HR legislation

- Oversee staff have appropriate level of training to enable them to carry out their individual roles and responsibilities effectively

- Oversee the maximising of QOF, Enhanced Services, PCN services achievements

- In conjunction with the GP Partners, ensure the practice has continuous appropriate buildings, contents, liability and locum insurance

- In conjunction with the Practice Manager, ensure the business has an up to date Business Continuity Plan in place and key staff are trained on how to implement if/when required

-In conjunction with the Practice Manager and GP Partners, the management of the practice premises

- Manage GP Partnership changes, including guidance and support to the partner of the selling and buying of premises shares

- Marketing the practice appropriately

- Direct line management of the following staff: Practice Manager

Secondary responsibilities

In addition to the primary responsibilities, the Business Manager may be requested to:

a. Deputise, as required, for the partners at internal and external meetings; nil decisions to be made on behalf of the GP Partners.

b. Act as the primary point of contact for NHS(E), ICB, community services, suppliers and other external stakeholders

c. Partake in audit as requested by the GP Partners
