Due to the retirement of our current Managing Director, we have a unique opportunity for the right individual to join the Middlewood Partnership in this exciting leadership role. We believe there are very few roles where you can feel so involved in really making a differenceby developing and leading an organisation, being part of the amazingstaff team and genuinely making a difference to people's lives.
This opportunity will combine leading and overseeing the operational delivery (with the support of experienced senior leaders andmanagers) of a large practice, whilst contributing to shaping the strategic direction of the partnership. We believe we now have a transformed organisation, delivering primary care at scale whilst maintaining continuity and person-centred care.
This is a leadership role, and the successful individual will beworking alongside our clinical partners to continue with the development of our culture and to lead our staff through the next stage of our transformation.

JOB SUMMARY:
This is an exciting opportunity to combine leading and overseeing the operational delivery (with the support of operational and practice managers) of a large practice, whilst contributing to shaping the strategic direction of the partnership. Following the merger of four of our individual practices in April 2019, we believe we now have in place a transformed organisation, delivering primary care at scale, whilst maintaining continuity and person-centred care.
This is a leadership role, and the successful individual will be working closely with our clinical partners to continue developing our culture to lead our staff through the next stage of our transformation. We are looking for a Managing Director who will ensure the operational infrastructure is in place and managed to support the delivery of high quality, safe and effective clinical services combined with strategic awareness and insight to ensure we maximise on all local and national opportunities.
We are looking for someone who has exceptional communication and relationship building skills and who can quickly establish rapport and build trust and respect within a complex organisation as well as with our external stakeholders including Cheshire East Place and Cheshire and Merseyside ICB.
The successful candidate is expected to:
Hold accountability and oversight of the operational, assurance and quality functions in partnership with the Medical Director.
Manage alongside the clinical chairs of the Partnership and Partnership Board all aspects of the partnership and partnership board meetings.
Lead on commercial and business development and look for and develop new opportunities wherever possible. This will include management of external stakeholder relationships and communications.
Have a working understanding of the day-to-day clinical service functions and be accountable for management functions within this area. There will be no expectation to hold responsibility or accountability for any aspects of the clinical service.
MAIN TASKS AND RESPONSIBILITIES:
Commercial and business development
General practice is changing and the recent enforced contract for 23/24 is an indication of the Political landscape that general practice is currently functioning within. With a new contract for general practice being negotiated for 2024 onwards, the successful candidate will need to understand the implications and opportunities of the new contract and what this means for Middlewood. It is likely that Middlewood will need to look beyond the delivery of core and enhanced GMS to ensure ongoing resilience. This will include the need to horizon scan with a view to being confidence and successful in securing additional income and services.
Quality, Governance and Assurance
The role of managing director requires oversight and leadership of the clinical and operational services we provide, and the quality and safety of them. There is also a requirement to understand the aspects of clinical governance and adherence to the principles of safe, proactive and reactive care. The Managing director will be a core member of our partnership board, working closely with the medical director and other lead clinicians and managers to review, plan and implement service improvements. In addition, the role will require a sound knowledge of clinical and service risks and work with clinicians to address any issues. General Practice is monitored, inspected and rated by CQC. The Managing Director, working alongside senior clinicians, will ensure that all systems and processes are fit for purpose and meet all CQC requirements.
Management of Partnership business
We currently have a Partnership of 14 clinical Partners and a leadership team supported by 3 divisions Operational (with finance, workforce, estates committees), Assurance (Quality and governance committee) and Service delivery (Care model group). Decision making responsibilities are delegated to a Partnership Board which comprises:

Responsibilities will include:
1. Co-ordination and management of all Board and leadership functions including producing papers and reports.
a. Including highlighting and reporting risks and identifying mitigation.
b. Providing monthly finance reports
c. Providing monthly governance reports
2. Co-ordinating all committees and providing guidance and leadership support to committees and the leadership team.
3. Developing and delivering robust business plans in conjunction with Board members.
4. Identifying opportunities for new markets and schemes to generate additional income and/or reduce expenditure.
5. Proactively engaging in inter-agency working to develop and implement strategies/services that cross traditional organisational boundaries, encouraging a seamless health system from a patient perspective
6. Assisting, encouraging and managing Managers in the development and improvement of patient care through identifying and responding to opportunities for change that will lead to improvements in quality or efficiency and assist in the development of clinical practice
7. In conjunction with Partners creating and implementing a 3-5-year strategic plan, including clinical developments and opportunities supported by aligned estates and workforce plans.
Operational Management
We provide general medical services from four practice bases across three communities. A key strand of this role will be to ensure that operationally we continue to deliver high quality, safe and effective care to our registered list.
Responsibilities of the post holder will include:
1. Leading our established senior leadership team.
2. Leading and overseeing the management of all sites (in conjunction with practice and operational managers), ensuring clear communication and robust implementation of policy, business objectives and agreed targets
3. Overseeing the operational performance of all sites to achieve delivery of national and local targets, the development and delivery of improvement plans and re-engineering of roles/models of care.
4. Agreeing and overseeing delivery against financial and activity targets. Identifying risks and implement and review risk mitigation and reduction strategies.
5. In conjunction with appropriate managers identify, implement and review robust systems and processes so that budgets are effectively managed.
6. Overseeing the implementation, in conjunction with appropriate managers, of HR and governance strategies and policies in order to achieve compliance with best practice, relevant legislation and regulatory provisions including CQC.
7. Overseeing the management of staff across all practices. Specifically, line manage practice and operational managers.
