Job summary

This is a rare opportunity to lead nursing within an innovative single-site practice and PCN. We are an NHS England pilot site with a strong commitment to developing neighbourhood working. The Head of Nursing & Quality will play a key role in this agenda and will join the PCN Senior Leadership Team. General Practice is not on Agenda for Change pay scales, the negotiable salary is equivalent to 8B, dependent on experience.

Main duties of the job

This is a senior managerial post, focussed on the Nursing portfolio and strategically as a member of the practices senior leadership team. The post-holder will ensure safe, effective care for the whole practice population through clinically credible, supportive, and visible leadership, including upholding professional standards and clinical effectiveness for the Nursing and Nurse Practitioner workforce.

The post-holder will set clinical direction and maintain high standards across clinical policies and procedures, by cultivating an inclusive high-functioning culture and delivering on their portfolio. The portfolio includes (not exhaustive);

You will work closely with clinical teams and non-clinical teams including our Scheduling team and Quality Assurance Officer to deliver your portfolio. The workforce oversight includes dedicated chronic-disease specialist Nurses (e.g., respiratory and diabetes), Practice Nurses, Nurse Practitioners, Nurse Associate and Healthcare Assistants

We have a supportive and collaborative team of over 20 GPs and 150 staff. We are a large and modern, purpose built practice with a patient population of around 30,000 and operate as a single site Primary Care Network.

Main responsibilities

Leadership, Workforce and Education

Line manage Nurse Practitioners and Practice Nurses, and the HCA Team Lead.

Build capability through one-to-ones, appraisals, team meetings and clinical education.

Act as a senior clinical leader within the practice management and clinical governance teams.

Lead professional standards for nursing ensuring revalidation, appraisals, mandatory training and conduct processes with HR and Partners.

Be responsible for workforce allegations and escalations to the NMC and HCPC.

Support workforce planning and development with the Partnership, ensuring roles work at top of scope and sustainable.

Support placements and development with the Clinical Education Provider Network.

Promote staff wellbeing and inclusivity.

Programmes and Service Delivery

Act as a senior operational Nursing manager to ensure the daily running of clinical and services are well led, high quality and efficient.

Oversee enhanced services delivery and performance, such as NHS Health Checks, contraception, and leg ulcer care.

Lead the seasonal flu vaccination programme, including delivery model, workforce, PGDs and uptake.

Optimise long-term condition pathways and support the Complex Care Team leadership when required with this area of work.

Clinical Governance Quality, Safety and Risk

Deliver patient safety investigations, convene route cause analysis meetings where appropriate and lead SEA learning cycles.

Maintain the governance portfolio: annual May June to May June reviews of relevant clinical SOPs, guidance and policies, prepare items for monthly CG, circulate approved guidance via practice comms.

Manage and develop the clinical risk register with clear ownership and escalation to the SLT where appropriate.

Complete EQIAs for new services, service changes and post-incident process changes, seeking SLT sign-off where indicated.

Review national guidance monthly, including NICE, and implement required actions and policy updates.

Maintain CQC readiness through proactive assurance, benchmarking and evidence management.

Infection, prevention and control

Promote and provide regular training and contemporaneous IPC guidance for both patients and staff.

Lead on IPC audits, providing assurance to the Clinical Governance group, and providing an annual assurance programme.

Working alongside the building manager where applicable to ensure safety standards are met for water, waste, ventilation and cleaning standards.

Safeguarding

Lead operational safeguarding investigations and escalations across Adults, Children and Maternal pathways in conjunction with the safeguarding team, administrative and GP team, and act as deputy lead for the practice.

Professionally lead persons in a position of trust, PIPOT, for staff allegations within the Nursing and AHP workforce. This will be in liaison with HR, and timely documentation and escalation to the internal Safeguarding Lead and ICB where appropriate.

Provide regular safeguarding guidance up-dates and lessons learned to staff.

Patient Experience and Complaints

Triangulate qualitative and quantitative feedback to assure patient quality and identify themes.

For clinical complaints, make early contact, lead the investigation with the clinical staff member, Operations Manager and CG Lead, and ensure responses include outcomes, actions and assurance, with Duty of Candour applied where required.

Responsible for delivering all patient experience KPIs, Action national patient safety alerts within 4 weeks, complaint responses within 30 days and SI investigations within 30 days.

Attend relevant ICB patient safety and care needs unmet meetings and share learning.

Lead patient experience forums to engage our community and further understand their needs and experience.

Clinically lead on reasonable adjustments for patients who are vulnerable and or may have learning difficulties or neurodivergence.

Quality Improvement, Audit and Research

Lead priority QI projects that improve outcomes and release time to care

Run the nursing audit programmes

Provide medicines assurance for nursing practice including, patient group directives, patient specific direction and non-medical prescribing in collaboration with the Lead Pharmacist.

Complete an annual review of non-medical prescribing practice and compliance and report to clinical governance.

Lead on Nursing and quality research as opportunities arise.
