Job summary

Are you an experienced and dynamic leader with a passion for improving primary care services? South East Oxford Healthcare Alliance is seeking a PCN Manager to play a pivotal strategic and operational role in shaping the future of integrated healthcare across our Network.

Main duties of the job

As PCN Manager, you will lead the coordination and delivery of PCN projectsincluding the management of our large PCN teamworkforce planning, financial oversight, governance, and service development. Youll work closely with Clinical Directors, Practice Managers, GP member practices, and a wide range of partners including the ICB, local authority, community, mental health, and voluntary sector organisations.

Key Responsibilities

  • Strategic Leadership: Drive the PCNs strategic vision and foster collaboration across practices and system partners.
  • Operational Management: Oversee day-to-day operations, including recruitment, supervision, and management of ARRS staff (e.g. pharmacists, paramedics, care coordinators).
  • Financial Oversight: Manage budgets, funding streams, and financial reporting to ensure sustainability and value for money.
  • Workforce Development: Lead workforce planning, appraisals, and training initiatives.
  • Quality & Performance: Monitor DES and IIF indicators, support quality improvement, and use data to inform decision-making.
  • Engagement & Communication: Maintain effective communication with stakeholders and support patient involvement in PCN initiatives.

About us

South East Oxford PCN is one of the collaborative groupings of GP practices. It serves a defined population within the South East area of Oxford City, aiming to provide more integrated, proactive, and personalised healthcare.

Purpose and Structure

PCNs were introduced as part of the NHS Long Term Plan to address the growing complexity of healthcare needs, especially among ageing populations with multiple long-term conditions. South East Oxford PCN brings together general practices to work collaboratively with:

  • Healthcare disciplines to join the traditional GP workforce
  • Community health services
  • Mental health teams
  • Social care providers
  • Pharmacies
  • Voluntary organisations

This integrated approach helps streamline care pathways and ensures patients receive coordinated support across different services.

South East Oxford PCN supports the development of Integrated Neighbourhood Teams (INTs), which aim to deliver care closer to home.

  • Support the PCN Clinical Director and Board in developing and implementing the PCNs strategic vision and objectives.
  • Lead the planning and coordination of PCN projects and initiatives in line with DES requirements and local priorities.
  • Build strong relationships with member practices and system partners to foster collaboration and innovation.
  • Represent the PCN in meetings with the ICB, local authorities, and other stakeholders.

Operational Management

  • Oversee day-to-day management of PCN operations, ensuring effective communication and coordination between practices.
  • Manage recruitment, induction, and day to day management of the PCNs Additional Roles Reimbursement Scheme (ARRS) staff (e.g. pharmacists, social prescribers, paramedics, care coordinators).
  • Ensure that data collection, reporting, and performance monitoring are completed accurately and on time.
  • Maintain robust governance structures, including meeting management, documentation, and compliance with information governance and GDPR standards.

Financial Management

  • Manage the PCN budget, including DES funding, ARRS claims, and local commissioning income.
  • Prepare and monitor financial reports, ensuring effective use of resources and value for money.
  • Work with finance leads to forecast and plan for future PCN sustainability and growth.

Workforce and HR

  • Support workforce planning and development across the PCN to meet local population health needs.
  • Oversee staff appraisals, training, and development programmes.
  • Develop HR policies and processes to ensure consistency and compliance across PCN-employed staff.

Quality and Performance

  • Monitor delivery of DES and IIF (Investment and Impact Fund) indicators.

  • Use data and analytics to drive continuous improvement and evidence-based decision-making.
