ELR GP FED LIMITED was created after engagement with local GP practices in East Leicestershire and Rutland (ELR) and wider stakeholders with the aim of supporting them to deliver sustainable primary health care.

The GP practices from across ELR are the shareholders of the company. All eight PCNs within ELR are represented on the Board of Directors, which is chaired by the Clinical Director of one of the PCNs.

The Fed is now looking for an Operations Manager to work with the Board to lead the development of the company and the delivery of its operational business.

Main duties of the job

The Operations Manager will work closely with the directors, member practices, local PCNs, commissioners, other LLR Feds and Collaboratives and key stakeholders to ensure that the company delivers benefits to its shareholders and their patients. This will include responsibility for all company affairs.

The main duties include;

  • In conjunction with the Board, establish a clear strategic direction for the company, establish key relationships, foster innovation and develop a communication and stakeholder engagement strategy.
  • Provide day-to-day operational leadership of the company, working closely with other Board members, shareholders and partners, developing and implementing the company's business plan and annual review.
  • Seek opportunities to generate additional revenue from commissioners and other partners.
  • Responsibility for the company's financial and management systems and processes and ensure that the company's performance is within the parameters agreed by the Board, reporting any potential deviations promptly.
  • Promote and maintain workforce systems and practices that meet the requirements of external quality standards, including the CQC, as required.
  • Have in place robust contractual arrangements with commissioners and put in place systems to monitor progress and to produce the requisite financial and other information that may need to be provided.
  • Ensure that the company complies with statutory requirements and company law.

Develop and implement the companys business plan and annual review.

Ensure that the business plan and related objectives and targets are clearly communicated across the company and translated into personal and team objectives.

Seek opportunities to generate additional revenue from commissioners and other partners.

Responsibility for the companys financial and management systems and processes and ensure that the companys performance is within the parameters agreed by the Board, reporting any potential deviations promptly.

Establish and nurture relationships with external and internal customers, contributing to the successful implementation of the companys business plan.

Create an environment of patient focussed service delivery, continuous improvement and innovation in accordance with the companys values.

Represent the company at external events or with the press.

Promote and maintain workforce systems and practices that meet the requirements of external quality standards, including the CQC, as required.

Work with the Board to ensure robust mechanisms for continuous operational and business improvement processes are in place.

Have in place robust contractual arrangements with commissioners and put in place systems to monitor progress and to produce the requisite financial and other information that may need to be provided.

Ensure that the company complies with statutory requirements and company law.

Put in place a robust IT system to cater for the needs of the company.

Proactively manage team members and address HR issues in a sensitive and professional manner in accordance with appropriate policies and procedures, as appropriate.
