Job summary

We are looking for a new CEO to lead with us and help shape our future. Now is a superb time to join us as the NHS 10-Year Health plan sets a bold and ambitious transformational plan for local health services.

You will be responsible for the overall leadership and strategic direction of Holderness Health (which is a single-practice primary care network), ensuring the delivery of high-quality, safe, and sustainable primary care services. You will ensure services remain responsive to patient needs while meeting contractual, regulatory and quality standards.

The role exists to support the long-term health of the local population by leading the practice through ongoing transformation, embedding prevention, early intervention, and integrated models of care.

You will work in partnership with GP Partners, clinical leaders, the Senior Management Team, and staff to translate national and system priorities into effective local delivery. This includes improving access to services, addressing health inequalities, enhancing patient experience, and making best use of digital innovation and multidisciplinary teams.

You will represent the practice within the Integrated Care System, and wider health and care partnerships. The role plays a key part in developing collaborative relationships with NHS organisations, local authorities, local MPs, and voluntary and community sector partners to support joined-up, neighbourhood-based care.

Main duties of the job

We are looking for an experienced strategic and collaborative leader to manage the complexity of the healthcare environment. You must possess robust leadership skills to inspire and motivate a diverse team, fostering a culture of continuous improvement and collaboration.

You are accountable for ensuring strong governance, financial sustainability, and effective risk management, while fostering inclusive organisational culture aligned with the Practices organisation values. Through compassionate and visible leadership, leading a team of 5 Senior Managers you will translate national policy, data and vision into actionable, long-term operational plans.

Exceptional communication and relationship-building skills are essential to work effectively across organisational boundaries, negotiate with a wide range of internal and external stakeholder and manage conflicting priorities.

Strong commercial, business and financial acumen including identifying opportunities for growth is critical for ensuring financial viability and resource efficiency.

The role demands a high level of adaptability, resilience and emotional intelligence to navigate the fast-paced and ever-changing healthcare landscape. You will need proven experience in change management to drive innovation and service redesign, ensuring the practice is well-placed to adapt to future challenges and deliver improved outcomes for patients and communities over the long term.

We are a large rural practice with approximately 34,000 patients. As a single-practice Primary Care Network, we have a wonderful opportunity to transform care for our patients.

Its an exciting time to join as we have been selected as 1 of 22 PCNs nationally as part of the PCN Test Site Pilot (2024-2027), we are in a unique and privileged position being ahead of the curve.

You will work in partnership with the Management Board and the GP Partners to manage a strong and stable Leadership team of 5 Heads of Service to really shape the future of our PCN.

Role Purpose:

Responsible for the overall leadership and strategic direction of the Practice, ensuring the delivery of high-quality, safe, and sustainable primary care services in line with the NHS Long Term Plan and local priorities set by the Integrated Care Board.

Ensuring the provision of clear, timely and accurate information, intelligence, and advice to the Management Board to enable informed decision making.

Responsible in ensuring the practice remains responsive to patient needs while meeting contractual, regulatory and quality standards.

Supports the long-term health of the local population by leading the practice through ongoing transformation, embedding prevention, early intervention and integrated models of care.

Working in partnership with GP Partners, clinical leaders, the Senior Management Team, and staff to translate national and system priorities into effective local delivery.

Strategic Leadership:

Develop, in association with the Management Board, the organisational strategic plan of the Practice and Primary Care Network through business planning and development, delivering on agreed objectives and strategic priorities which reflects the practice vision and takes account of current and future national and local strategy, including the development of the practices Clinical Research Strategy and Neighbourhood Strategy.

Provide critical analysis of performance data, both financial and non-financial, using this to develop ongoing strategic aims.

Provide reporting systems for organisational and management analysis.

Monitor and review all clinical aspects of the GMS contract and other contracts held by the Practice and Primary Care Network, ensuring all statutory and contractual responsibilities are maintained. Provide support to clinicians and other staff to achieve maximum performance against all GMS contract/other contracts criteria.

Lead the strategic direction of the Partnership model and management of practice ownership to support incoming and outgoing Partners.

Advise and liaise with the GP Partners on all matters of capital expenditure planning.

Build effective working partnerships with key partners and stakeholders, maximising the opportunity to work collaboratively across the system to address current health needs, operational challenges with a focus on continuous quality improvement.

Working in partnership with the PCN Clinical Director, provide strategic managerial leadership and support for PCN contractual and developmental requirements.

Work closely with Clinical Leads, GP Partners, SMT, and key stakeholders to ensure that Holderness Health maintains and enhances its role as an innovative practice maintaining the high-quality delivery of services for our communities of practice.

Develop and support the Senior Management Team, ensuring the collective leadership of high-quality services for patients to achieve both performance and strategic goals.

Develop a future proof estates strategy for the changing primary care landscape.

Develop a future proof CQC strategy.

Analyse problematic situations and occurrences and develop solutions that ensure Holderness Health's ongoing stability and continued growth.

Develop and maintain an in-depth knowledge of primary care.

Maximise and deliver on funding opportunities.

Assume responsibility during and following any major event ensuring that recovery is prompt and complete in line with the practice Business Continuity Plan.

Provide compassionate leadership and role model exemplary behaviour that inspires and empowers staff to deliver high quality care.

Management of Communications:

Maintain and develop an effective communications strategy both internally for staff and partners, and externally for stakeholders.

Ensure effective working relationships with external organisations to encourage and foster good working relationships.

Promote good relationships between staff and patients encouraging feedback from patients.

Ensure effective communication channels are in place to provide regular information to patients on the services available to them

Ensure there are appropriate and effective systems in place across services to achieve compliance with the requirements of clinical governance and of safe standards of patient care, and that all standards set by statutory regulators and other relevant bodies are implemented by the Management Board and Senior Management Team.

Develop a risk register and risk management framework, in which patient safety is paramount and through which standards of patient care are evaluated and improved.

Initiate and develop management policies and procedures to meet the management and administrative criteria for the current and future quality agenda in the GP contract and Primary Care Network Contract.

Initiate and develop management policies and procedures to deliver continuous quality improvement in the services provided to our patients.

Have overall accountability for all aspects of risk management in clinical and administrative areas.

Manage and maintain the Risk Register.

Have overall accountability for the Office for National Statistics (ONS) Survey.

Have overall accountability for the Data Security & Protection Annual Toolkit.
