PCN Manager Affinity PCN

Affinity Primary Care Network (PCN) is a collaboration of two well-established and successful GP practices in the North and West Bristol locality: Westbury on Trym

Primary Care Centre and Fallodon Way Medical Centre. We are seeking an experienced and dynamic PCN Manager to join our team and drive our network forward.

This is an exciting opportunity to take on a management role within the newly re-energized Affinity PCN. With recent changes, we are rethinking how we operate as a two-practice network, enabling us to respond swiftly to evolving PCN requirements and enhance patient care.

The successful candidate will work closely with the Affinity Clinical Directors, GPs, Practice Managers, and stakeholders within the Bristol, North Somerset, and South Gloucestershire (BNSSG) Integrated Care System.

What Were Looking For

  • A strong understanding of the NHS, PCN policy, and the NHS Long-Term Plan.
  • Proven experience in primary care provision at scale.
  • Financial acumen and expertise in budget management and forecasting.
  • Excellent organisational, communication, and influencing skills.
  • Confidence in handling data analysis, presentation, and business/contractual administration.

Main duties of the job

The PCN Manager will have operational responsibility for key functions across the PCN, including:

  • Delivering and monitoring projects and services committed to or commissioned by the PCN.
  • Overseeing financial management, including budgets, cash flow forecasting, and resource allocation.
  • Ensuring regulatory compliance and effective governance within the PCN.
  • Supporting network practices with change management initiatives and business planning.

We are seeking a PCN Manager with a strong background in healthcare management to support the delivery of the PCN agenda and lead the network towards achieving improved outcomes for our local population.

Job Purpose

The PCN Manager will play a pivotal role in:

  • Supporting the Clinical Directors and PCN board members in the effective management and strategic development of Affinity PCN.
  • Ensuring compliance with governance requirements, translating national and local policies into actionable strategies.
  • Coordinating network activities, facilitating collaboration between member practices, and liaising with external stakeholders.

The role demands excellent leadership, organisational, and communication skills, along with a strong understanding of NHS policies, financial systems, and the Primary Care Network framework.

Key Responsibilities

Leadership and Strategy

  • Work collaboratively with the Clinical Directors and PCN board to develop and implement the strategic vision and objectives of Affinity PCN.
  • Act as a point of expertise for the PCN, providing leadership and advice on policy, governance, and best practices.
  • Represent Affinity PCN in cross-organisational meetings, including locality, Integrated Care System (ICS), and Clinical Commissioning Group (CCG) forums.

Governance and Compliance

  • Ensure the PCN complies with GDPR, Freedom of Information (FOI), and relevant NHS legislation and standards.
  • Support the Clinical Directors in meeting contractual requirements and achieving PCN objectives, as outlined in the NHS Long Term Plan and the PCN Directed Enhanced Service (DES).
  • Monitor compliance with professional information management standards, such as GMC, BMA, and LMC guidance.

Operational Management

  • Coordinate and oversee the delivery of PCN projects, services, and initiatives.
  • Facilitate effective communication and collaboration between member practices and stakeholders.
  • Manage the recruitment, onboarding, and administration of Additional Roles Reimbursement Scheme (ARRS) staff.
  • Oversee financial management, including budget planning, payments to practices, and cash flow forecasting, working in collaboration with the lead practices financial team.
  • Produce high-quality performance and quality reports to monitor the PCNs progress and outcomes.

Communication and Stakeholder Engagement

  • Act as the central point of contact for all PCN-related activities, ensuring effective communication across the network.
  • Foster strong working relationships with other PCN Managers, CCG representatives, and external partners.
  • Engage with patients and community groups to ensure services align with local needs.
