Primary Care Network Operational Manager & Strategic Digital Lead

Job summary

Copeland Primary Care Network are introducing this role into their current leadership team to enhance the strategic operational management alongside recognising the requirement to recruit a person who has the required digital understanding and vision with which to lead the PCN digital strategy.

The post holder would be expected to work collaboratively with our Clinical Director and Transformational Clinical lead to support delivery of high quality healthcare across Copeland Primary Care Network covering 6 GP practices and a population of 62,500 residents. The post holder will lead the development of a strategic plan that includes a robust digital infrastructure taking into consideration the populations health needs and health inequalities.

The post holder will be expected to clarify the strategic objectives and priorities for the Primary Care Network delivery in line with National and Local requirements maintaining oversight and accountability for the delivery of local incentive programmes, PCN contracts and services. Maintaining overall responsibility for the management of the network working within operational capacity, financial parameters and contractual requirements working closely with the PCN Clinical Director and the PCN leadership team to achieve success.

To have accountability for the smooth and safe running of the PCN and be the first point of contact for the Practice Managers within the PCN with regards to projects and schemes.

Main duties of the job

To work with the Clinical Director to provide leadership and strategic direction for workforce and digital development, through assessment of clinical skill-mix and development of a network workforce strategy.

Implement agreed service changes and pathways, working closely with member practices, the wider ICC, other PCNs in North Cumbria and the ICB to develop and deliver local and national improvement programmes aligned to national and local priorities which can be measured and evaluated.

Identify and facilitate training and offer support to practices in their plans to improve uniformed quality and efficiency across the PCN.

Develop relationships and work closely with other Primary Care Network managers, Clinical Directors, allied health professionals, social care providers, local and national commissioners and Local Medical Committee.

To support practices and the wider PCN to understand their roles and responsibilities to ensure to fulfil digital transformation requirements.

To support the PCN to manage information governance to include the development and implementation of information sharing agreements and data privacy impact assessments and ensure that the PCN remain GDPR compliant.

Attend meetings as required on behalf of the Network and feed back to the PCN board and members.

About us

Copeland Primary Care Network serves a population of 62,500 people. The network comprises three independent GP practices and three North Cumbria Primary Care practices.

The PCN works across a wide geographical area with identified areas of health inequalities.

There are a variety of teams and services working across the PCN recruited through ARRS and other schemes to offer innovative and sustainable ways to manage the population health needs across the PCN and practices.

HR

To provide line management alongside PCN clinical lead and supported by service support lead to PCN employed staff, ensure they are embedded within the PCN and coordinated across practices.

In collaboration with CD, clinical lead and service support ensure all PCN employed staff have annual appraisals, clinical and management supervision appropriate to their role.

Oversee and be accountable to find resolution for all disputes and grievances related to PCN employed staff, act as a point of expertise to inform and guide processes.

Data & IT:

To work closely and assist PCN practices with the implementation and training on new IT systems to ensure unified consistency over the PCN.

Manage and direct the collection of data for continuous quality improvement which should be measurable and auditable.

Ensure data collected from practices is accurate and relevant.

Link with other PCN D&T leads, ICB, ICS and other system partners to collectively and collaboratively solve problems, share learning and gain buy in for transformation and to support alignment with wider strategy and improvement approaches.

Use data to advise strategic planning to address population health management and ensure addressing of any health inequalities across the PCN.

Advise on innovative opportunities and support practices to maximise benefits from innovation, through the sharing of learning and best practice.

Develop and implement mechanisms for assessing the impact of agreed changes.

Keep PCN leadership and member practices updated on progress of current initiatives, capacity for change, progress and issues so that plans can be adapted in response.
