PCN Manager North Care Network
JOB DESCRIPTION
POST TITLE: Primary Care Network Manager (Interim Fixed Term post to cover Maternity leave)
LOCATION: North Lincolnshire
RESPONSIBLE TO: PCN Clinical Director(s)
HOURS PER WEEK: up to 37.5 hours per week
SALARY: £ 30,000- 36,000- dependent upon experience
This post is an Interim fixed term position to cover Maternity leave.
North Care Network (NCN) is a network of 3 practices, with a combined list size of around 33,500 patients.
The NCN Manager will form an integral part of the PCN leadership team working alongside the Clinical Director (s), the Digital and Transformation Lead, the PCN board members and the practice managers. The manager will be based across the 3 NCN practice sites and be expected to spend a proportionate amount of time in each practice base, as follows:

The NCN Manager will act as the lead for NCN employed staff and manage the Social Prescribing Link worker service on behalf of the network.
Job Summary:
- Support the PCN Clinical Director (s), the Digital and Transformation Lead and the NCN Board to ensure the smooth running of the Network.
- To be involved in the day-to-day management and development of the network
- To be responsible for the production and submission of performance and monitoring reports required for Network initiatives (i.e., Enhanced Access monitoring data collection)
- Ensure the PCNs compliance with GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance.
- To represent North PCN in cross organisation meetings when agreed e.g. locality/ICB meetings/ICS and other NL wide meetings
- To manage all HR related to ARRS staff employed under the terms of the PCN DES, including recruitment, retention, day-to-day line management, leave, sickness, performance management, appraisals etc
- Manage and further develop the Social Prescribing Link Worker service.
- To be responsible for overseeing the COVID-19 booster programme as and when national direction dictates (i.e., Spring and Autumn boosters), including liaising with practices managers to order stock, complete stock takes as required, arrange mutual aid if required and other tasks associated with the programme.
- Lead on certain aspects of the network contract DES, for example, Personalised Care, Investment and Impact Fund, ensuring the network meets its contractual obligations.
- Prepare and submit claims/invoices relating to core network services, for example, ARRS staff monthly claim, Enhanced Services, and others as directed by the clinical directors.

PRIMARY DUTIES AND AREAS OF RESPONSIBILITIES
Key Responsibilities and Duties:
The NCN Managers areas of responsibility include:
- First point of contact for Practice Managers with regard to delivery of North Care Network projects/schemes
- Coordinate training and development of PCN clinical/administrative staff.
- Raise invoices as and when required on behalf of network practices, for example, Enhanced Services, Nurse CPD funding,
- Coordinate data collection across the 3 practices to complete and submit ICB reporting requirements for NCN service performance monitoring on behalf of the Network.
- Lead on HR and recruitment, induction, and training of new NCN staff.
- Collate feedback / analysis data on behalf of the Network to report to the ICB and other organisations as required.
- To manage the workflow processes in relation to the above
- Minute taking at meetings and circulate in a timely manner to Network Leads and other appropriate stakeholders.
- Management and development of the SPLW service/staff management and development
- Staff training & development as required.
Organisational:
The remit of this role is broad and evolving and will require attention to detail in the delivery of high-quality day to day operations.
- Work with the PCN Directors and the Digital & Transformation Lead to support strategic and operational planning processes to support NCNs objectives.
- Coordinate meetings for the network including monthly board meetings and ad hoc project meetings as required.
Identify and record risks and issues, developing contingency plans with service and contract leads.
Support the CDs, Digital & Transformation Lead, and network managers to ensure all relevant contractual requirements are fully implemented.
Ensure compliance with health and safety policies and procedures to reflect current best practice and ensure all staff, contractors, workers, and members of the general public discharge them effectively.
Support the recruitment, induction, and training of new and existing staff groups.
Drive issues through to resolution, acting as a key point of contact.
IM&T:
- Ensure North Care Network is compliant with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance.
- Lead administrator for the network
Strategy and Leadership:
Ensure proactive stakeholder management occurs including frontline staff, team, service, organisation, senior leaders, external bodies.
Provide and build upon key performance management data, as appropriate.
Development and change:
Develop and oversee a programme of audits and surveys that support, and evidence measures of improvement across the network.
Identify and develop appropriate tools and measures of improvement to support effective review and audit of services as required.
Ensure that all staff employed on behalf of the network undergo annual appraisals and additional performance management as deemed beneficial.
Welfare:
- Organise PCN events e.g., Educational/Locality/Neighbourhood /Network wide events.
Relationship Management:
Manage and maintain credibility with all key contacts within the network, to foster a culture of collaboration, and promote inter-service learning to drive continuous improvement.
- To work as a flexible member of the network providing support to other team members when necessary
- To take an active role in the development and embedding of the networks culture, values and reputation as providers of high-quality services
- Encourage supporting staff to collaborate through sharing information and intelligence across different activities.
- Build good relationships with all stakeholders involved in the NCN.
Represent the network at meetings, as and when required.
