• Proven senior management experience in a complex organisation
• High level of expertise in both management practice and practical emergency preparedness and response.
• Proven, extensive experience in developing and delivering emergency preparedness and response arrangements.
• Extensive experience in working with multi-agency and professional groups
• Knowledge and experience of chemical, biological and radiological hazards in relation to health protection.
• Knowledge and experience of command and control and multi-agency working.
• Excellent Interpersonal, relationship, Leadership, Influencing and Motivational skills.
• Excellent effective verbal and written communication skills for use in a variety of contexts and levels
• Highly motivated with proven track record of achieving results within a set timeframe and the ability to work and make decisions under pressure.
• Critical and Strategic thinker with good level of expertise in both management practice and practical emergency preparedness and resilience and proven effective organizational skills.
• Project management skills with a proven ability to develop and improve services.
• An understanding of and commitment to equality of opportunity and good working relationships, both in terms of day-to-day working practices, but also in relation to management systems
• Able to work irregular hours as required. Willing to undergo SC Level security clearance

• Working towards or in possession of PH.D in an aspect of Health or General Emergency Preparedness or relevant experience in a relevant field

Selection Process Details

This vacancy will be assessed using a competency based framework which will assess your qualifications, knowledge and experience, skills and capabilities, equality and diversity and additional requirements, against those outlined in the essential criteria within the person specification.

You will also be asked to provide information within the Employer/ Activity history section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history. This will be used in sifting process.

STAGE 1 - APPLICATION & SIFT:

As part of the application process, you will be asked to provide a detailed Statement of Suitability. This should outline how you consider your skills, knowledge and experience meet the essential criteria; providing evidence of your suitability for the role, with particular reference to the essential criteria outlined.

Security Clearance

Successful candidates must meet the security requirements before they can be appointed. The level of security needed for this role is SC.

Security Clearance Level Requirement:

People working with government assets must complete Basic Personnel Security Standard (BPSS) checks which includes a disclosure and barring security check

Location

This role will be based in Bristol (BS1 6EH) or Totnes (TQ9 5NE). UKHSA offers hybrid working for its employees Any opportunities for informal hybrid working, including whether a hybrid working arrangement is suitable, will be discussed with you prior to you taking up your post. This will be determined primarily by business needs and in line with departmental policies for flexible working.

Some regular business travel will be required as part of this role. Business travel between base location and any other work locations will be covered under the UKHSA Travel and Expenses policy.

Currently this requires working from an allocated UKHSA base location for 40%.

As part of this role you will be required to work some weekends, nights and Public/Bank Holidays.

The core working hours for this role are 09:00am to 5:00pm.

Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available.
