Job summary

Senior managerial professional within Powys Teaching Health Board (PTHB) providing a lead role for the strategic development of GMS (General Medical Services), GDS (GeneralDental Services), GOS (General Ophthalmic Services), OOH (Out-of-hours) and wider Primary Care Services across PTHB.

Lead the development and implementation of PTHB Board Strategies and Plans for Primary Care. Provide vision, leadership, strategic and professional management combined with providing an operational framework for Primary Care Managers.

Main duties of the job

Support the Head of Primary Care and Assistant Medical Director to deliver a wide-ranging programme of improvement and innovation, including the development of new models of care.

Undertake a key role to ensure the effective and efficient delivery of Primary Care Services by providing leadership for operational management for GMS, GDS, GOS, OOH and Primary Care services.

Maximise the contribution to patient care by Independent Contractors, across PTHB.

Lead for the strategic development and work undertaken within the Primary Care Contracting Team and for the staff employed within the team, and PTHB Managed Practices.

Essential

  • Educated to master's level or can demonstrate equivalent experience to academic level
  • Knowledge of the structure and operation of the NHS together with a detailed working knowledge of an NHS organisation

Desirable

  • Knowledge of the services for which the Primary Care, Community Services & Mental Health Directorate is responsible, especially that relating to Primary Care

Experience

Essential

  • Working as a senior manager in a health organisation, in connection with Primary Care
  • Change management in connection with Primary Care, and working in an environment where both tact and diplomacy has had to be used to overcome resistance to change
  • Experience in Commissioning contracts
  • Extensive experience and an ability to prepare and present (both written and orally) detailed reports to large groups of people
  • Take a lead role in the development and implementation of policy in connection with Primary Care
  • Prepare clear and comprehensive business plans and funding applications
  • Interpret budgetary and other financial information in connection with Primary Care, and to readily identify areas requiring further action or investigation
  • Training staff on specialist issues in connection with Primary Care
  • Translating strategy into action in connection with Primary Care
